Position: Associate, Sustainable Energy Program (GGGI)__Deadline:30Dec

The Associate, Sustainable Energy Program will report directly to the Senior Energy Analyst and will be in charge of providing substantive support in analyses to the development, assessment, and delivery of country-level policy advice and investment project activities related to GGGI sustainable energy portfolio, including renewable energy, energy efficiency, green building, and climate change; supporting the development of funding proposals to donor agencies; organizing and delivering capacity building and knowledge development for effective result deliveries under biannual/annual program plans;  maintaining effective project reportingand communication internally and externally in line with GGGI corporate policies, standards and protocols.

ENGAGEMENT
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activities to ensure integrated delivery as “One GGGI”
  • Advise the project team with evidence and data driven substantive inputs and analyses on project activities, implementation and assessment based on the energy audit in industry and buildings
  • Identify and nurture a strong network within in the Cambodia sustainable energy and climate change sectors
  • Act as a focal point to partner government counterparts and key stakeholders, especially for energy projects and activities, and their implementation, on questions relating to project delivery, monitoring and reporting, knowledge management and communications.
  • Work with Project managers and relevant teams in HQ to develop/strengthen monitoring and reporting framework of sustainable energy projects
  • In coordination with communications and knowledge management team, advise the project/program managers and partners on the procedures, policies and tools related to knowledge management and communications of GGGI, donors, and government.
  • Advise on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach.
DELIVERY

Support the Project Team by contributing to the design and implementation of GGGI led energy projects across Cambodia's country program, and other relevant programs and projects. This includes but not limited to energy initiatives in garment industries, training for Sustainability Manager Training and green building initiatives.

  • Support the Senior Energy Analyst in delivery of Switch Garment Project, low carbon building initiatives and training for industry players on sustainable energy management
  • Perform data collection and analyses to build and maintain country specific knowledgebase
  • Support technical reviews of policy frameworks, energy audit report, and training materials related to sustainable energy initiatives
  • Provide project delivery progress updates at the Cambodia Program´s coordination meetings with implementation partners.
  • Organize program and project activities including policy consultation and validation meetings, workshops, Project steering committee meeting, Project implementation unit meeting and capacity building programs.
  • Assist Senior Energy Analyst in preparing monthly and annual reporting, ensuring timely submission of quality reports.
  • Report on program activities and facilitate internal and external communications.
  • Assist in capturing lessons learned in project management to support refinement/improvement of existing policies and procedures.
QUALIFICATIONS
  • Bachelor’s degree in energy, engineering, environment management, public policy, or relevant field.
  • Preferred 3-4 years policy and/or investment project experience in energy, energy efficiency, climate change, green growth, renewable energy, green building, sustainable development, or another related sub-sector.
  • Preferred minimum 2 years of experience in activities and/or projects that involved the implementation of public policies that promote sustainable energy use.
  • Technical knowledge of energy generation, energy efficiency, storage, transmission, distribution and consumption, and new renewable energy technologies, climate change – mitigation, adaptation and/or financing – and sustainable development.
  • Ability to build and manage financial models will be considered a strong advantage.
  • Ability to manage projects and familiarity with standard project management activities, such as logical framework, budgets, reporting.
  • Ability to mainstream gender in project cycle.
  • Working fluency in English and Khmer and ability to translated between two languages.
FUNCTIONAL

  • Ability to apply related concepts in the urban development context of Cambodia.
  • Ability to communicate substantive issues to engage technical staff, policymakers, and leaders.
  • Prior experience or ability to engage the private sector.

The GGGI Cambodia team consists of 9 people and seeks to continue expanding rapidly in 2023 to meet the growing requests for technical advice from public agencies.

WORKING CONDITIONS

The Associate, Energy Program is an X6 grade level in GGGI's Cambodia country base salary scale, commencing at USD 21,757 per annum. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, flexible work arrangements and 75% contribution towards private health insurance that covers dental and vision. The initial appointment is 18 months, renewable subject to satisfactory performance and budget availability. GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work commitments and personal and family commitments, including repercussions of post-COVID conditions, thus ensuring high performance, long-term productivity and well-being of Staff members.
