Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The European Union (EU) has established the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). The overall objective of the CAPFISH Programme is to support the Royal Government of Cambodia in the achievement of its long-term vision of social and economic development, food security and poverty reduction as initiated with the Deep Fisheries Reforms and laid down in the National Strategic Development Plan. The Programme is structured in two components: one on aquaculture (i.e. CAPFISH-Aquaculture, adopted in 2016, EUR 30 million) and one on capture fisheries (i.e. CAPFISH-Capture Fisheries, adopted in 2019, EUR 92.7 million).

The stated objective of the capture fisheries component of the CAPFISH-Capture Fisheries Programme is for Cambodia to have sustainable capture fisheries, contributing to food security and poverty reduction. The CAPFISH-Capture Fisheries Programme comprises three interrelated pillars: 1. fisheries management and conservation; 2. post-harvest and trade; and 3. improvement and diversification of fisheries communities' livelihoods. The CAPFISH-Capture Fisheries Programme functions through direct Budgetary Support to the Royal Government of Cambodia Fisheries Administration (FiA) and by Complementary Support provided through the FAO (fisheries management and conservation pillar), UNIDO (post-harvest and trade pillar) and NGOs and Civil Society Organisations (improvement and diversification of fisheries communities' livelihoods pillar).

This Complementary Support project (FAO-CAPFISH-Capture Fisheries) supports the fisheries conservation and management pillar within the CAPFISH-Capture Fisheries Programme. The specific outcome that the project will work to achieve within its timeframe and resources is improved capacity to strengthen fisheries management at the community, district/provincial, and national levels.

Reporting Lines
The Technical Specialist (Capacity Building for Statistics and Data Analysis) will work under the overall supervision of the FAO Representative in Cambodia and the Chief Technical Adviser (CTA); and under the direct supervision of the international marine fisheries management officer. He/she will work in close collaboration with the FiA, FiACs and the FAO CAPFISH Capture team, service providers and communities.

Technical Focus
The Technical Specialist (Capacity Building for Statistics and Data Analysis) will work with the international marine fisheries management officer (FAO CAPFISH Capture team) to provide capacity development support to FiA and FIAC on statistical data analysis and reporting.

Tasks and responsibilities
•    Develop a work plans with FiA and FiAC, and the FAO CAFISH Capture Team;
•    Develop and conduct training need assessment for data analysis among FiA and FiAC
•    Support FiA, FiACs and work with FAO Team to develop at least 2 training modules, training materials and reporting template in Khmer and English. Examples of the training modules/topics may include but are not limited to 1 x Introduction to Statistics, 1x Essentials EXCEL for Quantitative Data Analyses, 1 x Essentials  Survey Design, 1 x Basic statistical tests and 1 x ToT for master trainers and FiA staff)
•    Support FiA and FiAC to deliver training and ToT events, hands-on workshops and coaching events with staff of FiA, and FiACs. Topics may include but not limited to applying MS Excel and other statistical packages for quantitative data analysis, statistics, survey and sampling designs, data collection and management, (e.g. on fisheries, stock assessment, socio-economic, etc.);
•    Support capacity building in effective visualisation of data and communication of results
•    Initiate or undertake other actions that may be required and appropriate to ensure the success of work
•    Support  project and FiA monitoring and evaluation activities including the establishment of baselines, progress reporting and work planning as required;
•    Support FIA and FIAC and the project gender mainstreaming team on ensuring FiA Gender Action Plan targets are integrated into training modules and tools developed;
•    Assist in other related tasks as required by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
•    University degree in fishery science, statistics, social sciences, geography, agriculture, natural resource management, or other relevant disciplines;
•    At least 5 years of relevant experience in training and quantitative data analysis, data management, time series or cross-sectional analysis, of social, biological or fisheries data sets in the context of fisheries, natural resource management or related sectors;
•    Working knowledge (level C) of English.
•    National or Resident of Cambodia.

Technical/Functional Skills
•    Knowledge/experience in working with data sets for fisheries stock assessments, socioeconomic monitoring is an advantage;
•    Extent and relevance of experience in the field of statistical data analysis in fisheries or agriculture for prominent organizations, particularly at the international level
•    Extent and relevance of experience in providing capacity building to government agencies
•    Understanding of FAO and EU policies and programmes is considered a strong asset
•    Proficiency in the use of statistical data analysis software and other relevant computer applications is considered a strong asset
•    Teamwork and commitment to the deadlines;
•    Experience in teaching, capacity building, training, and coaching;
•    Experience in quantitative data analysis and management. Using MS Excel for statistical analysis and visualisation and common statistical software packages (e.g. SPSS, JMP, MATLAB, MiniTab, R), knowledge of spatial analysis and modelling tools are optional;
•    Experiences in working with government agencies;
