Building and improving school infrastructure, including school buildings and water sanitation and hygiene (WASH) set-up is one of the key activities of the holistic Education programming to ensure quality education service at both pre and primary levels.
In 2022, Save the Children in Cambodia received initial funding from Korea to build a concrete five-room building in the seasonally flooded Kampong Krochab Primary School in Kampong Chhnang’s Boribo District, as part of the school infrastructure improvement activities. This project is also a part of the currently implemented project of Safe Back to School: Pathways in Educational Equity and Resilience (PEER). The duration of construction will last 18 months. To support the implementation of this construction activity, Save the Children in Cambodia is recruiting a School Construction Coordinator (SCC) to manage and coordinate this exciting project..
The purpose of this position is to manage all construction processes and activities in Kampong Chhnang province as a start. She/he is responsible for technical designs/drawings of construction of the eco-friendly school building (blueprint), verification of sites selected, support of construction contracts, development of Technical Work Specifications and Bills of Quantity, budgeting, and quality control to construction/renovation projects in compliance with Save the Children’s, government’s and donor’s construction standards, including child safeguarding, child-friendliness, gender, disability, environment, safety and protection, Disaster Risk Reduction. The coordinator will also manage the sub-contractor who will be selected for the school construction, ensuring that it meets high quality and all required compliance for the project
She/he will work closely with Regional Construction Technical Advisor (TA) to ensure the expected high quality of the school building. She/he will also support the PEER project team on certain monitoring of the existing WASH facilities established through the PEER project support.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Qualifications and experience
- At least Bachelor's Degree in Engineering, Civil Engineering, or any relevant field
Essential
- Minimum 3 years experience in the development and management of construction and renovation projects;
- Experience in on-site supervision, project management and construction administration;
- Ability to positively influence cross-departmental and cross-sectorial working;
- Experience in design/drawings of concrete, wooden, and steel construction and retrofitting;
- Good knowledge and Experience in construction procurement;
- Experience in assessment, planning, implementation and developing BoQs and specifications;
- Strong interpersonal and communication skills;
- Excellent computer skills, Microsoft Office, Auto CAD, Sketchup, Auto Desk 3Dmax, Photoshop, and/or other computer-based design programs
- Excellent IT [Microsoft Office] skills;
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches;
- Fluency in written and spoken English;
Desirable
- Experience in designing and implementing concrete, wooden and steel construction/structures. Practical and sound experience with school construction in floating or seasonally flooded contexts is a plus
- Ability to stay in fields, be flexible in working hours and able to work under pressures
- Experience in working for INGOs/NGOs
Contract length: 18 months.
