The Government and Network Specialist is a key member of the Family Care First Cambodia (FCF) team.
The post holder will facilitate strategic engagement with the key government ministry/ies and will have an important role in the functioning of the network.
The purpose of this position is to ensure ongoing ownership of the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) and enable national level implementation plans to be achieved. Engagement with other key stakeholders such as UNICEF, FCF members and donors, will also be key to ensure the network is facilitated effectively.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Qualifications and experience
Essential
- University Degree in Social Work/Social Sciences, International relations, Political science, Development or any relevant field.
- Minimum of 5 years of relevant work experience Child Protection.
- Experience working effectively with government at both national and sub-national levels.
- A good understanding of child protection, family care and alternative care and other key areas of child protection programming and an understanding of the legal framework and laws related to child protection
- A sound understanding of the CP sector in Cambodia, including the work of government agencies, NGO’s and UN agencies
- Strong ability to build positive, influential relationships to achieve desired outcomes
- Ability to analyse information, evaluate options, and provide recommendations.
- Proven experience facilitating groups from diverse perspectives to achieve outcomes
- Strong ability to effectively, and positively, represent organisation/project
- Excellent interpersonal, communication and presentation skills.
- Report writing skills, in both Khmer and English
- Problem solving skills, with a proactive and professional approach
- Willingness and ability to change work practices and hours, to be flexible and responsive in the event of emergencies.
- Ability and willingness to travel
