The CLV Cluster is comprised of three countries including Cambodia, Laos and Vietnam. Our Vision for the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs.
Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).
TEAM PURPOSE: The Communications Team mission is to promote Oxfam and support a wide range of Oxfam’s programs to disseminate information and communications products and share to other stakeholders locally and beyond.
JOB PURPOSE: The Communications Officer will work with the Communications team to support the project team on their media and communications plan, and collect and produce impact stories to contribute to their advocacy and influencing purposes. The job holder is expected to manage and create creative content for Oxfam’s social media pages targeting various audiences.

JOB REPORTS TO: Communications Coordinator
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource Management)
- Work with the team to prepare monthly/quarterly social media content targeting various stakeholders including donors, partners and the general public, and turn those messages into attractive and creative graphic social media post.
- Support the team on their media and communications plan including preparing the support on key annual event taking into consideration potential Oxfam brand risks.
- Work with the service providers to coordinate the designing, printing, video productions and other materials making sure that they follow the branding guidelines of Oxfam and donors.
- Support the team to capture impact stories, photos and interview partners, the community and other stakeholders when necessary.
- Assist in translating some communication materials from English to Khmer and vice versa, and other communications and visibility work when requested.
EXPERIENCE,KNOWLEDGE&COMPETENCIES
ESSENTIAL
- At least three year relevant employment experience in communications and media and work.
- Good command of written and spoken English language. Khmer language is a must.
- Comprehensive computer skills.
- Ability to work with multi-cultural environment and able to handle multiple tasks simultaneously.
- Demonstrate the ability to creative innovative and visual appealing design, and have fair knowledge of recent trends in graphic design such as Canva, Meme.
- Have experience in writing story and blog.
DESIRABLE
- Creative and innovative that aligned with Oxfam approach.
- Ability to work alone with fair judgement of influencing method and result-oriented advocacy.
- Experience in photography and journalism.
- Knowledge of Adobe Family such as Adobe Photoshop, Adobe Illustrator and Adobe Premiere.
- Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
