FAO was tasked by the Swiss Agency for Development Cooperation (SDC) in Cambodia to lead a consortium of 4 partners (FAO, UNDP, WCS and RECOFT) in the planning, formulation and implementation of a USD 10million project “Community-led Action for Sustainable Forests (CASFor)”.
The CASFor will run for 6 to 8 years in 3 stages, starting with a 6 month inception, Phase 1 (4 years) and Phase 2 (3 to 4 years) implementation and will further enhance FAO’s reach in the Cambodian forestry sector, its capacity to provide technical support in the areas of governance, policy and community led landscape management.
Reporting Lines
S/he will work under the overall supervision of the FAO Representative in Cambodia, under the direct supervision of Head of Operations in FAO Cambodia and the Lead Technical Officer (LTO) at the FAO Regional Office for Asia and the Pacific, in close collaboration with the FAO Cambodia Climate Change and Forestry Thematic Team members, with other members of the project formulation team and consortium partners (UNDP, WCS and RECOFT), and respective line ministries.
Technical Focus
The International Consultant will play a leading role in the inception phase of the project. S/he is required to have an excellent understanding on issues pertaining to climate change adaptation and mitigation, natural resource management, forests and environmental policies. To this end, S/he will be required to guide, advise, on technical matters, oversee the work of the team of experts contributing to the project formulation.
Tasks and responsibilities
• Drafting the project funding proposal package;
• Liaise with consortium partners and other formulation team members for the organization and implementation of the required feasibility studies and assessments;
• Design and formulate project monitoring tools including the project monitoring and evaluation (M&E) plan;
• Facilitate, as necessary, key discussions and consultations with relevant project stakeholders to agree on their roles in the project and implementation arrangements;
• Coordinate with the Ministry of Agriculture and Fisheries (MAFF), Ministry of Environment (MoE), and all relevant departments on matters related to the design of the project to ensure ownership and buy-in;
• Coordinate and carry out any additional work related to the project preparation which arise during the course of the project formulation.

Minimum Requirements
The consultant will have the following minimum qualifications and experience:
• University degree in rural development, natural resource management or other related disciplines;
• At least 12 years of working experience in the relevant field with excellent working knowledge of relevant issues related to biodiversity, landscape management and restoration;
• Previous experience in natural resource management and conservation, including project formulation and preparing M&E plan/framework;
• Working knowledge (level C) of the FAO official language in which the consultant needs to work and limited knowledge (level B) of another FAO official language

• Previous experience with working in the Cambodian forestry sector context is an advantage.

• Extent and relevance of working experience;
• Extent of experience in project development, including formulation, work planning, budgeting, implementation and reporting.
• Experience in coordinating and liaising with, national authorities, UN agencies, donors, intergovernmental organizations, and non-governmental organizations, academia and private sector.
