Mission Alliance aims to fight poverty and promote justice by being close, capable and brave. We are now looking for a Finance Monitoring Officer to strengthen our dedicated and supportive team.
Mission Alliance is a faith based, Christian, NGO with headquarters in Norway. We have fought poverty through sustainable development for over 100 years in South America, Asia and Africa. We have worked in Cambodia through local partnerships throughout the country since 2007 with a focus on community development in the areas of education, livelihoods and natural resource management. We are also implementing a business development project.
Job Description
We seek a highly-analytical and qualified Finance Monitoring Officer to join our team. The Finance Monitoring Officer will be responsible for giving support to our partners and financial monitoring of projects. The work will be done in close collaboration with our programme officers and our finance department.
To succeed in this role, you must demonstrate in-depth knowledge of financial policies, procedures, and systems and be competent in prioritising and working with little supervision. You must also be self-motivated and trustworthy, an excellent communicator, have outstanding analytical abilities.
This is a full-time position that will be based at Mission Alliance office in Phnom Penh with travel within Cambodia. The post will be filled from January 2023.
Duties & Responsibilities
Primary responsibilities:
- Financial monitoring of partners and projects in accordance with Mission Alliances routines, guidelines, and donor regulations
- Coaching and capacity building of partners in financial procedures and financial management
This includes duties like:
- Analyse and assess budget proposals and financial reports from partners
- Support and monitor partners’ compliance with agreements, especially financial procedures
- Make finance monitoring visits to partners and projects and write monitoring reports
- Follow up of action points and recommendations from report feedback and monitoring visits
- Analyse audit reports and follow up on management letters
- Continuously assess capacity development needs of partners
- Facilitate capacity development activities for partners together with colleagues
- When needed support colleagues in our finance department with internal financial duties
Qualifications
- Minimum a bachelor’s degree in accounting, finance, business administration or other related areas
- Minimum of three years of experience in finance roles
- Experience of working with financial management of development projects with international donors is essential
- Experience from working with project management through partner organizations is an advantage
- Excellent knowledge of MS Office
- Outstanding verbal, written and interpersonal skills in English and Khmer
