Position: Project Manager (SCI)__Deadline:16Sep

Generating Resilient Environments and Promoting Socio-Economic Development of the East Tonle Sap Lake (GREEN) Project Manager will lead and manage the project funded by the EU CAPFISH program, in accordance with the project design, implementation and Monitoring, Evaluation, Accountability and Learning (MEAL) plan, as well as in compliance with donor and Save the Children rules and regulations. The project aims to support the socio-economic development and resilience to climate change of vulnerable East Tonle Sap Lake (ETSL) fishing communities. GREEN is a project led by Save the Children in consortium with 6 other international and local organisations and will be implemented in three provinces of Kampong Chhnang, Pursat and Kampong Thom from March 2021 to March 2025. In addition, the Project Manager will coordinate all implementing partners and government partners at national level in target provinces in education, agriculture, rural development, tourism, and environment in order to have a strong technical collaboration and integration for the project result delivery, impacts and sustainability. S/he is expected to mainstream and implement crosscutting themes included gender, resilience, disability and child safeguarding in project management cycle.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications and experience

  • Master’s degree in any of the relevant sectors of the project (education, agriculture, rural development, tourism, and environment)

Essential

  • Minimum 6 years’ experience in managing institutionally funded projects by NGOs, ideally consortiums;
  • Technical experience in any of the sectors is a plus;
  • Strong experience in community development and multi-sector and integrated programing
  • Strong experience in managing budgets and ensuring compliance with organisations and donor compliance
  • Excellent interpersonal and communication skills with appropriate written and spoken English and Khmer;
  • Be open, humble and good listener to share and work with cross cultural team;
  • Excellent facilitation and presentation skills;

Desired:

  • Minimum 5 years’ experience in managing multiple NGO implementing partners;
  • Proven experience in coordination and advocacy with government multi-sectors (education, agriculture, rural development, tourism, and environment)
  • Proven experience in leading and motivating different teams in project implementation
  • Working experience in the Tonle Sap
  • Working experience with European Union (DEVCO) funded projects
  • Proven skills in project management and reporting;
  • Skills in creating team work, innovation and self-reliance;
  • Ability and willingness to travel to all target schools and communities, and willingness to abide by SCI Child Protection Policy/Child Safe Guarding and Code of Conduct;
  • Ability to work under pressures and flexible working hours

Contract length: Unspecified Duration Contract (UDC).
