Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).

TEAM PURPOSE:
Voice for Change Program component is working in alignment of Oxfam’s Country Strategy to change in power relation, increase citizens active engagement, and hold government accountable to the needs of poor and marginalized citizens or groups.

Oxfam has long experience of working on labour rights and social protection issues in Southeast Asia. In line with the Oxfam country strategic plans, the Oxfam partners are going to implement a DGD funded 5 year program on “improved social protection and labour rights for women workers in ASEAN’s agri-food sector 2022-2026” in Cambodia, Laos, and Vietnam. The program focuses on organising the informal economy women workers, strengthen their capacities to demand decent working, labour rights, living conditions and to defend their rights to social protection through national and regional platforms.

JOB PURPOSE:
The Program Officer will work under the supervision of the Program Coordinator on Social Protection to manage and implement the DGD Social Protection Program for Marginalised Women Workers in Agri-Food Sector.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Day to day support the Program Coordinator to liaison and communicate with partners in relation to the project implementation to ensure the project management compliance,
  • Facilitate the appraisal, monitoring and evaluation of project and ensuring quality in line with the operational plan and project strategies and provides feedback to partners based on observations from the field visits and dialogue with beneficiaries,
  • Provide administrative support to the project including logistical arrangements for the events and donor visit, and support to the project team on project implementation and management.
  • Support the Program Coordinator in preparing reports for donors and related parties, in compliance with contractual timeframes, regulations and guidelines,
  • Prepare periodic project reflection with partners, support the partners to effectively annual plan,
  • Keep track all the information and data relevant the target groups, project achievements, and lessons learnt,
  • Work with the Financial Officer in monitoring the expenditures against work plans in line with Results Based Management principle and monitor the project budget and disbursements to partners,
  • Assist in capacity building of partners for the effective project implementation, and
  • Work with Voice for Change Program and Communication team for reach out activities and project feasibility both offline and online
EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
  • University degree preferably in development and laws related field.
  • Knowledge on social protection, decent work, labour rights policies and programs in country, and demonstrates good understanding on gender, ability to use a gender lens in developing and analyzing budgets toward gender responsive and transformation.
  • At least 3- year experiences in programs/projects development (including design, capacity building, partnership management, fund raising, report writing, MEAL, knowledge management, advocacy, inter-agency networking and coordination etc.)
  • Ability to cooperate in a team and to work under guidance, while showing a high degree of initiative, efficient time management and ability to cope with stressful situations.
  • Adheres to Oxfam vision and mission, and subscribes to Result Based Management principles.
  • Ability to adopt innovative approaches to address the related problems. Knowledge and experience of creating change, both through working in partnership with other organizations and direct implementation.
  • Practicing behaviours that demonstrate commitment to gender equality in both work & in personal life. Demonstrating trust, competence, respect and motivation.
  • Good communications, presentation and facilitation skills, reporting skills, proposal writing skills with high level of written and spoken English and Khmer.
  • Good computer skills (writing and spreadsheet programs).
  • Able to work on own initiative and prioritize workloads.
  • Willingness to a regular travel to province and other project areas in Cambodia.

DESIRABLE

  • Understanding of gender issues and demonstrable experience in applying gender analysis and implementing strategies to address gender issues including knowledge of rights based approaches to development.
  • Demonstrable experience and skills in project management and monitoring and evaluating projects (MEAL).
