Nickol Global Solutions (NGS) is seeking an experienced Deputy Chief of Party (DCOP) to provide technical and administrative leadership for the anticipated United States Agency for International Development (USAID) Cambodia Advancing Youth Leadership activity. The primary purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of youth, including those from marginalized groups such as indigenous populations, ethnic minorities, and LGBTQI+, to fully participate in socio-political life, to address local development issues, and to increase civic participation. The DCOP will provide technical and administrative leadership for the activity, and s/he will serve as the secondary institutional liaison for the USAID client, partners, youth leaders, and other civil society stakeholders. In addition, the DCOP will be charged with the day-to-day management and implementation of the project and ensure project objectives are operated in compliance and in alignment with NGS’s high standards of technical quality.
This position is contingent upon award (anticipated in June 2023) and will be a full-time role based in Cambodia. This position is for Cambodian nationals. This position is based in Cambodia.
Duties:
The Deputy Chief of Party will have the overall responsibility to:
- Provide technical and administrative leadership to internal and external stakeholders
- Coordinate day-to-day activities related to the implementation of the project in consultation with the Chief of Party (COP) and other key stakeholders
- Manage a team of technical experts, advisors, and project operational and technical staff in the absence of the COP
- Facilitate productive, collaborative relationships with relevant stakeholders, including civil society, youth partners, influencers, universities, government actors, and others
- Ensure effective, timely monitoring and reporting of program performance
- Lead NGS’s committed approach to collaborating, learning, and adapting (CLA). Ensure that the project is adaptively managed to achieve milestones and expected results, leverage opportunities, and maximize impact for youth engagement
- Mentor project staff to conduct project activities of the highest quality and ensure sustainability
- Support submission of high-quality written reports in English
- Backstop for the COP as needed during absence
- Ensure operational excellence and compliance
REQUIRED EXPERIENCE AND QUALIFICATIONS:
Bachelor’s or Graduate degree in Social Science, law, or other relevant field
- At least eight (8) years of progressively responsible experience managing civil-society and civic engagement-related programs in the democracy and governance sector
- Proven leadership in the design, management, and implementation of similar sized programs
- Proven leadership in managing operational functions of similarly sized programs, including finance, administrative and human resources staff.
- Ability to develop and communicate a common vision among diverse partners
- Demonstrated experience with successful public outreach/civil society engagement campaigns
- Ability to lead multidisciplinary teams
