Summary:    USAID/Cambodia is seeking eligible and qualified applicants for the position of USAID Project Management Specialist (Education Development) for the Office of Public Health and Education.

The work schedule for this position is: Full Time (40 hours per week)

Travel Required:    -Occasional Travel -Be willing to travel to work sites and other offices as/when requested.

Duties
The Project Management Specialist serves as a technical professional for youth, higher education, child protection and related program activities. The education program includes projects focused on workforce development, positive youth development, tertiary education, and child protection and development. The position is located within the Office of Public Health and Education. The Specialist’s efforts are principally oriented toward project management of the higher education portfolio writ large and higher education liaison with government officials, development partners, private sector actors, and other USAID offices.  These responsibilities include: establishing relationships with relevant government agencies, private sector, academia, and non-governmental actors; advising and consulting on higher education policies and engagements; serving as Agreement Officer Representative/Contracting Officer Representative (AOR/COR) and/or Alternate AOR/COR; managing and planning the higher education budget; leading project/activity designs; project/activity management, monitoring, and evaluation; performing outreach, reporting, and communications functions; and coordinating high-level USG visits from Washington.

The Specialist manages and monitors a complex portfolio which includes projects to reform digitalization in the higher education sector to improve institutional governance, increase job placement, reform curricula, and facilitate industry-university partnerships in various academic fields.

Qualifications and Evaluations
Requirements:
Physical Demands: The work requested does not involve undue physical demands.
Post Entry Training: On the job training, Agency specific courses, and commercial training that develop and maintain relevant knowledge, skills, and abilities, will be provided.

Education Requirements:
Education: Bachelor’s degree in Education, Social Work, Teaching, Public Policy, International Development, or Business Administration is required.

Evaluations:
LANGUAGE: English Level 4 and Khmer Level 4 (Advanced Proficiency) Speaking/Reading/Writing are required. (This may be tested.)

SKILLS AND ABILITIES: The ability to work as a member of a team in a culturally diverse environment is required. The Specialist must be able to work diplomatically and effectively under pressure, with the ability to multi-task in the performance of daily activities and responsibilities. The ability to organize and analyze data/information, and independently author routine memoranda, extensive reports and deliver presentations on highly technical subject matters, is mandatory. Must have excellent interpersonal skills and the ability to work with diverse teams and stakeholders including wide range of development partners, including multilateral and bilateral donors as well as the private sector in a professional setting. (This may be tested.)

Qualifications:
EXPERIENCE: Three (3) years of progressively responsible professional work experience in managing projects in the fields of education, social work, teaching, public policy, international development, or business administration is required.

JOB KNOWLEDGE:
Must be able to understand and apply Agency policies, USG regulations, and consistently follow through on routine procedures for the performance of duties and responsibilities. Must have functional knowledge required for this position includes project/program design, project/program management, activity/project implementation, monitoring and evaluation, budgeting, risk management, formal communications, stakeholder engagement, organization of files and records, and ethics.
Must have strong knowledge of the concepts, techniques, and practices in modern education systems, particularly higher education, and workforce development, as well as good knowledge of the concepts, techniques, and practices of international development.
Must have strong knowledge of the appropriate government, private sector, academia, and non-governmental stakeholders. (This may be tested.)

1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of less than 100 points, on their most recent Employee Performance Report (EPR) are not eligible to apply.
