CARE is an international development organisation fighting global poverty with a special focus on working with women and girls to bring sustainable changes to their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people.

Founded in 1945, today CARE works in over 90 countries around the globe. CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991.

Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.

The Global Learners Project is a new project aimed to increase capacity of Cambodian youth in- and out-of-school for collective action to identify and address local problems using Global Citizenship Education concepts focused on key thematic areas (Peacebuilding & Conflict Resolution; Youth Leadership; and Community Development). The project will work with 30,000 youth between the ages of 15 and 24 with a strong focus on ethnic minority girls and boys living in eight target provinces, as well as those who are enrolled in approximately 35 secondary schools. The Senior Project Officers - Global Learners Project will be responsible for assisting with the implementation of project activities, such as planning, providing training and developing training and educational materials. The SPOs will work with CARE’s Gender Technical Advisor to help ensure that the project is gender inclusive, with the aim of it becoming gender transformative. The SPO will contribute to donor reporting through monitoring project progress and supporting the collection and analysis of project data.

The ideal candidates will enjoy working with and supporting teachers and young people, both in- and out-of-school. Interpersonal skills and working closely as a team are essential characteristics for this role. The candidate must have an understanding of and experience working in the education system in Cambodia, particularly policies, guidelines and teaching methodology. Facilitation, networking and negotiating skills are essential. It is important that the candidate demonstrates a commitment to gender equality, women’s empowerment and social inclusion.

This project is on pending funds, the recruitments will be conducted after the deadline is due. The successful candidate will be contacted to further inform about the inception/project launching.

Salary: $860 - $925 (2 positions)

Office: Phnom Penh, Ratanak Kiri Province

I. Duties

  • Develop work plans and implement project activities that are aligned with the annual operational plan and its timeframe, under the supervision of their line manager;

  • Coordinate and provide training for teachers, mentors, youth centre managers, ISAF Community Accountability Facilitators and student groups, including the facilitation of student-led project activities;

  • Review and prepare materials for trainings and campaign and advocacy events;

  • Support the design and delivery of new trainings to target schools on topics related to the project;

  • Conduct project monitoring, collect and analyze project data and provide updates on project progress and challenges to their line manager in the timely manner; and

  • Support the development of gender transformative and inclusive interventions by collecting and analysing disaggregated data in coordination with project staff and with support from the Gender Technical Advisor.

II. Requirements

  • Minimum of Bachelor’s Degree from Teacher Training College, National Institute of Education or equivalent and/or minimum 3 years relevant work experience in education preferably with Local Non-Government (LNGO) and/or International Non-Government Organisations (INGO);

  • Proven skills and experience in facilitating training and capacity-building, including an understanding of adult learning principles, development of Information, Education and Communication (IEC) materials;

  • Proven experience in understanding the education system in Cambodia, in particular policies, guidelines and teaching methodology;

  • Demonstrated good interpersonal skills, sound judgment, planning, problem solving, critical thinking and team building skills;

  • Demonstrated organisational and time management skills and ability to work under pressure and meet deadlines;

  • Experience in working with out-of-school and in-school youth is preferred;

  • Good facilitation, networking, negotiation, and influencing skills;

  • A willingness to learn about CARE, gender equality, women’s empowerment and social inclusion;

  • Excellent communication skills in Khmer and very good oral and written English; and

  • Proficient skills in Microsoft Office with knowledge of Microsoft Word and Excel and intermediate numeric skills.

  • Public Holiday: CARE Cambodia the mandated public holidays based on the Prakas by the Ministry of Labour and Vocational Training.

  • Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If employees have to work during the weekend or on public holidays due to requirements, they will be entitled to Time Off In Lieu.
