CARE is an international development organisation fighting global poverty with a special focus on working with women and girls to bring sustainable changes to their communities. Founded in 1945, today CARE works in over 90 countries around the globe. CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.

The Senior Project Officer – M&E will work across all of CARE’s projects to support project teams to design and implement MEL plans, use M&E tools to track data across the project cycle and use the data generated to monitor and report on projects. A key aspect of the role will be supporting teams to use project data to generate learnings and improve current and future projects. The Senior Project Officer - M&E will work in collaboration with and under the supervision of the MEL Technical Advisor. The SPO will be responsible for leading on data collection methods, providing technical advice to project teams and documenting good practices, lessons learned and case studies to share with teams.

As this role works across CARE’s projects, the ideal candidate will demonstrate high levels of collaboration and teamwork. They will have experience in using both qualitative and quantitative M&E tools and methodologies. Experience in developing and implementing M&E plans, and managing M&E throughout project cycles is essential. It is important that the candidate demonstrates a commitment to gender equality, women’s empowerment and social inclusion.

II. Duties

  • Develop quarterly work plans that are aligned to the annual project work plans, budget and team’s priority;

  • Support the development of M&E frameworks, tools and data collection software to ensure that these tools can generate useful data and information for project monitoring and reporting, in collaboration with and under the supervision of the MEL Technical Advisor and project teams;

  • Provide ongoing, comprehensive support to project staff in applying the M&E tools in compliance with the M&E framework;

  • Maintain and regularly update project activity tracking systems (ATS), collect and analyze project data and provide updates on progress and challenges to their line manager, in a timely manner;

  • Lead and coordinate self-administered surveys and other data collection methods as designed for each project;

  • Monitor actual project progress, activity results and implementation costs against project planning to ensure that actions are implemented effectively;

  • Provide technical advice to project teams in the development of project planning, training workshops, training curriculum design, resource products and teaching methodology by providing inputs based on the data collected, monitoring reports, and field observations;

  • Document good practices, lessons learned and case studies to share with project teams and their line manager; and

  • Demonstrate an understanding of gender equality, women’s empowerment, social inclusion and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.

II. Requirements

  • Minimum of Bachelor’s Degree in Social Science, Development Management or equivalent relevant qualification.

  • A professional background in research would be advantageous;

  • Minimum of 3 years relevant experience in using M&E tools and methodologies, preferably within an International Non-Government Organisation (INGO) and/or private company;

  • Extensive knowledge and experience in both quantitative and qualitative research methodologies;

  • Proven skills and experience in report writing, facilitating training and capacity building, including an understanding of adult learning principles;

  • Ability to develop M&E plans and implement them in line with project cycle management;

  • Demonstrated experience in following standard policies, procedures and processes and ensuring the implementation of basic standard transactions;

  • Proven experience in M&E training, research and analysis experience in social science is preferred;

  • A willingness to learn about CARE, gender equality, women’s empowerment and social inclusion;

  • Demonstrated interpersonal skills, sound judgment, planning, problem solving, critical thinking and team building skills;

  • Demonstrated organisational and time management skills and ability to work under pressure and to meet deadlines;

  • Excellent communication skills in Khmer and very good oral and written English; and

  • Good skills in Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numerical skills.

  • Public Holiday: CARE Cambodia the mandated public holidays based on the Prakas by the Ministry of Labour and Vocational Training.

  • Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If employees have to work during the weekend or on public holidays due to requirements, they will be entitled to Time Off In Lieu.
