Duties
Job holder is responsible for providing overall management and leadership in support of HIV/AIDS laboratory programs funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) under the cooperative agreements of the Center of Disease Control and Prevention (CDC) with Cambodia’s Ministry of Health. The goal is to build capacity of the laboratory in terms of equipment and training to bring the laboratory up to accepted standards. Through a cooperative agreement/compact, job holder provides comprehensive technical, administrative and managerial advice and assistance in support of surveillance, research and investigation activities to ensure that all research and analyses conducted in the laboratory are carried out in accordance with PEPFAR program strategic objectives and internationally recognized best practices. Job holder’s technical responsibilities in some cases extend beyond PEPFAR-funded HIV/AIDS programs to the support of laboratory programs that target other diseases.
Requirements:
EXPERIENCE: Seven (7) years experience in a clinical health or public health laboratory setting and one year of managerial experience is required.
Education Requirements: College or university studies is required.
Evaluations:
LANGUAGE: English and Khmer Level IV (Fluent) Reading/Writing/Speaking are required. (This may be tested.)
Qualifications:
All applicants under consideration will be required to pass medical and security certifications.

Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of less than 100 points, on their most recent Employee Performance Report (EPR) are not eligible to apply.
Current employees of the Mission hired a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
