II. Background:
As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, and development effectiveness of the Civil Society Organizations that are working across diverse sectors in Cambodia.

III. Position Summary:  
The Human Resource Specialist (HRS) reports directly to the Head of Operations. The core responsibility of the HRS is to maintain effective and efficient human capital within CCC and ensure proper administration and compliance with CCC HR practices and policies practices. The HRS will contribute to assure adequate quality human capital toward achieving the vision and mission of CCC.

IV. Key Expected Results / Functions:

  • Manage HR system and filing;
  • Facilitate HR performance management
  • Provide ongoing staff capacity development including staff reflection and retreat;
  • Take a leading role in updating the HR guideline
  • Prepare monthly payroll for all staff


Key Function and Major Responsibilities:
Human Resources
1.    Provide input to CCC HR Strategies including training and development plan and implementation;
2.    Ensure effective implementation of all human resource aspects and activities (e.g. employee communications, recruitment and hiring, facilitation of staff performance plan and appraisal, and staff development plan, exit interviews etc.);
3.    Provide advice and coaching for staff on HR policies and practices;
4.    Initiate review of organizational HR policies and practices to ensure they continue to support the organization’s needs with support from direct supervisors and external technical assistance;
5.    Build strong relationships with HR and Administrative experts and practitioners from CCC Membership, NGO community and the corporate sector;
6.    Provide technical support to program team to conduct learning forum on human resource management;
7.    Facilitate and conduct assessments or research related to HR issues including salary survey, turnover rate, etc;
8.    Counsel employees on rights, benefits, and opportunities for advancement;
9.    Develop and maintain E-Systems to manage HR;
10.    Develop and implement 360-degree performance management system within CCC;
11.    Staff conflicts management and handling;
12.    Prepare monthly staff payroll for all staff.

Staff Management:
13.    Provide overall leadership and management to staff including coaching and appraisal;  
14.    Identify capacity development needs of the team and ensure development plans are in place and actively followed;
15.    Promote team work to increase ownership and accountability of the team;
16.    Perform other tasks are required by the senior management within line of authority and responsibility;
17.    Take role as Officer-in-Charge (OIC) while Head of Operations and Members Development is on mission.

2.    Improved enabling environment for CSOs;
3.    Increased collaboration among CSOs;
4.    Increased capacity of CCC in performing its roles as CSO coordinator, networker and advocate.

VI. Competency and Skills Requirements:

  • Demonstrated ability to work independently and with team to achieve the vision, mission, values of CCC;
  • Demonstrated ability to think strategically and critically;
  • Self-motivated and organized, with strong planning and problem-solving skills;
  • Excellent communication, interpersonal, management and networking skills;
  • Good negotiation skills;
  • Demonstrated ability to effectively manage performance of staff and provide advice or support when needed.


VII. Qualification Requirements:

Education:

  • Master degree in Human Resource Management or related field Master (or BA with extensive experience in Human Resources Management)


Experiences:

  • Minimum 5 years’ experience on Human resource/administration filed.
  • Experience facilitating forums/ training/workshops on HR issues
  • Experience in gathering data on HR statistics.


Language Requirements:

  • Fluency in English and Khmer
