II. Background:
As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, enabling environment, and development effectiveness of the Civil Society Organizations that are working across diverse sectors in Cambodia.
CCC recently introduces its 10-year Theory of Change called “Vision 2030” which aims at achieving four expected sets of outcomes:
CSOs empowered with enhanced capacity and legitimacy
Enabling environment and democratic space enhanced for CSOs
Resources made supportive to the CSOs at the national and sub-national level
CCC Resource Hub become sustainable

III.  Position Summary:     
The Governance & Professional Practices Officer (GPPO) works under the direct supervision of the Governance & Professional Practices Manager (GPPM) to assist GPP component to achieve its program objectives and quality results. GPPO will be responsible for assisting the GPPM and GPPS to conduct the organizational assessment and compliance monitoring with Certified NGOs and produce quality reports for applicant NGOs and Certified NGOs in accordance with the guidelines, indicators and standards in the new GPP code. Asides from these general tasks, the S/he will also act as the focal person in managing and maintaining the GPP database and related data of the component. Also, S/he will be responsible for manage documentation and filing (hard and soft copies), coordinate logistic arrangement for GPP events and S/he will work with Event Management Officer to organize some events of CCC. S/he will assist in minutes taking, process cash advance and settlement, and keep communication with ICT team to update CNGO profiles, logos, and contents on the website. S/he will also manage and update status of GPP Application and process in GPP Online Database and consolidate data and reports. S/he will work develop the communication and promotional material for promoting GPP modality to the public. In addition, S/he will perform as the Monitoring and Evaluation officer to support M&ER specialist in recording and collecting data for producing the reports to donors.

IV. Key Expected Results / Functions:
Key Expected Results:
  • The GPP Officer will contribute to achieve the following key expected outcomes:
  • Participate in conducting assessment of applicant NGOs toward GPP capacity development and toward certificates;
  • Participate in conducting capacity development to applicant NGOs and conducting compliance monitoring to certified NGOs;
  • Promote new GPP standard and modality;
  • Facilitate GPP events and support event management officer to take care some assigned events;
  • Maintain GPP database and play role as M&E officer to document key changes within organization.
Key Functions and Major Responsibilities:
1.    Facilitate and conduct organizational assessment of applicant CSOs against the GPP standards
Review the supporting documents of the applicant NGO then proposing the schedule for field assessment;
Participate in conducting the organizational assessment of applicant NGOs toward capacity development and toward certificate;
Participate in conducting the capacity development to applicant NGOs;
Participate in conducting the compliance monitoring for certified NGOs;
Performance as minute taker for the NCCC meeting, GPP team meeting, and other meeting of the team.
2.    Produce organizational assessment report and participate in the meeting of NGO Code Compliance Committee (NCCC)
Produce draft report of organizational assessment and send to the applicant NGO for comment and feedback;
Review and revise the comment and feedback from applicant NGO based on the actual supporting documents;
Present the findings/report to NCCC;
Make a revision of the report following the comment and feedback from NCCC then presenting or submitting the report to applicant NGO.
3.    Promote new modality of the GPP Standard and system to key different stakeholders and organize learning session to the NGOs participating in the GPP Community
Work with GPP team to promote the GPP standards to CCC’s members, provincial NGOs networks, and interested NGOs;
Work with the GPP team to produce the promotional materials like leaflet, booklet, video, etc.
Logistic arrangement for the even to build up the NGOs participating in the GPP Community or celebrate the awarding ceremony to certified NGOs;
Participate or provide the support to Capacity Development Officer;
Participate to review the GPP Standards and system, and the assessment tools.

V. Expected Outcomes/Results:
  • The Governance & Professional Practice Officer will be solely responsible for achieving the expected result “ER1.1: NGOs enhanced their system and practice through the engagement with NGO Governance and Professional Practice (GPP). While s/he contributing to the achieve the expected result ER4.1: Quantity and quality of CCC membership improved”.

II.    Qualification Requirements:
Education:
  • Bachelor degree in development management or related field
  • Familiarity with and knowledge of civil society in Cambodia and organizational governance, management or organizational development

Experiences:
  • At least 3 years of relevant experiences working with NGOs
  • Experiences in monitoring and evaluation will be highly regarded
  • Conducted organizational assessment and/or provided capacity building to NGOs.

Language Requirements:
  • Proficient in both Khmer and English
