JSI
Research & Training Institute, Inc. (JSI R&T), a Boston-based
public health management firm dedicated to providing high quality
technical and managerial assistance to public health programs throughout
the world, is currently recruiting for a Chief of Party for an upcoming
USAID funded Sustainable System Strengthening for Quality Improvement
(3S-QI) Activity. JSI will be a possible bidder to USAID for this
opportunity to improve the capacity of both public and private health
systems in Cambodia to provide high quality priority health services,
including maternal and child health, and infectious diseases. The
anticipated award date is July 28, 2023 with an approximate budget of
$20-$30 million.
The purpose of the activity will be to further implement the Royal Government of Cambodia’s (RGC) Health Strategic Plan phase 4 (HSP4) in light of the decentralization policy. 3S-QI will work with national and subnational health systems to strengthen the implementation of national policies and standards, to improve private sector quality monitoring systems, and to improve the capacity of providers and institutions to provide better and more sustainable healthcare services. These include, where permissible, and within USAID’s manageable interest, assisting to build an overarching enabling environment for Private Sector Engagement (PSE).
The Chief of Party will be the primary point of contact with the USAID/Cambodia Mission with regard to day-to-day activity implementation and management matters relating to the Activity. They will have overall responsibility for assuring that all assistance provided under the award is technically sound and appropriate for the program needs to be addressed and for adequately managing and supervising the work of all staff under the award.

RESPONSIBILITIES
- Guide, encourage and oversee all aspects of Activity management, both technical and financial.

Serve as leader of the Senior Management Team.

Provide technical and programmatic leadership and guidance, using data to inform adaptive management of the activity.

Ensure compliance with USAID and JSI R&T rules and regulations.

Provide technical oversight and support to all Activity technical teams.

Serve as the Activity’s primary liaison and work with a wide range of
stakeholders including USAID, host-country Ministry officials, private
sector, business partners, NGOs, donors, beneficiaries and others.

Support the Activity technical teams to meet indicators as outlined in the Monitoring and Evaluation Plan.

Monitor annual workplans and monitoring and evaluation plans to ensure
that the Activity is meeting goals, and analyze reasons for any
difficulties.

Ensure regular reporting is made to USAID as required under the CA.
- Encourage the conduct of innovative studies and activities as appropriate to complement Activity core activities and goals.
QUALIFICATIONS
- Minimum
of a Bachelor’s degree required. Graduate degree in Public Health,
Public Administration, Business Administration, International
Development, or related field is strongly preferred;

10 years of relevant experience in managing similar health programs in
complex environments, with a minimum of 7 years in a senior management
position for similar projects;

Experience in a formal setting interacting with executive level government representatives;

Excellent negotiation skills and the ability to lead and build
consensus, cooperation, and coalitions among individuals with competing
interests;

Demonstrated technical experience working in the health sector in
Cambodia in at least one of the following areas: maternal and child
health, family planning and reproductive health (FP/RH), infectious
diseases, health systems strengthening, quality improvement;

Demonstrated ability to research and analyze policies, regulations and
standards related to the Cambodian public health sector and make
recommendations for improvement;
- Professional fluency in English is required. Ability to speak Khmer is preferred.
