ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin.

This position is located under the Sustainable Food Systems Division (DTA/AGR/SFS), which promotes ISID through the promotion of food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the food and agribusiness sectors through access to support services, finance, markets and trade opportunities.

The Division contributes to the capacity-building of food systems support institutions and skill development agencies through its advisory and convening activities.

PROJECT CONTEXT

CAPFISH Capture - Post Harvest Fisheries Development project is part of the “Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector” (ACA/2019/408-424) and is co-funded by the European Union. The overall objective is to contribute to the achievement of the Royal Government of Cambodia's long term vision of social and economic development, food security and poverty reduction. It is in this framework that the “CAPFISH Capture - Post Harvest Fisheries Development” project is designed with the specific objective to contribute to the development of post-harvest fisheries through upgrading of the regulatory and institutional system, as well as the adoption of better practices and innovation by the private sector. This project will aim at inclusive post-harvest fisheries value chain development focusing on strengthening the institutional capacity of Competent Authority for establishing official control systems and subsequently supporting the development of post-harvest fisheries, through capacity building in terms of skills development, food safety system implementation, matching investment support and building business support mechanisms.

UNIDO is delegated by the EU and the Fisheries Administration to implement CAPFISH Capture - Post Harvest Fisheries Development project with respect to the following outputs:
Output 1:    Enhanced technical competence and sustainability of the Competent Authority and official control services supporting the post-harvest fisheries.
Output 2:    Enhanced private sector capacity to comply with international standards and market requirements relevant to the post-harvest fisheries.
Output 3:    Enhanced business competitiveness of post-harvest fisheries through innovation and R&D.
Output 4:    Project management, monitoring and evaluation.

In this context, UNIDO is recruiting a qualified National Project Coordinator (Food Technology Research and Development, Education and Networking) to fulfill duties under the Output 3 as listed below.

In a broad context, the National Project Coordinator will coordinate with national educational, research and allied centers and International Experts and Project Team in support of promoting, developing and transferring technologies for products and services in the post-harvest fishery and food industry.

The National Project Coordinator will work under the direct supervision and responsibility of Chief Technical Advisor (CTA) and Project Manager, in close cooperation with the project counterparts (mainly the universities, main government stakeholders, research centers, and private sector representatives), the UNIDO Country Representative and the project team. The main duties will be as follows:

Main duties:

  1. Coordinate the development of an operating framework and mechanisms, including financial management, marketing and business plan for Food Technology, Research and Innovation Platform (FTRIP) hosted under a selected university.
    • Concrete / measurable outputs to be achieved: Framework developed for FTRIP.
  2. Initiate development of an operating framework and tools for R&D services for selected universities, in cooperation with international expert(s).
    • Concrete / measurable outputs to be achieved: Draft R&D framework developed.
  3. Coordinate the development of FTRIP research agenda and its implementation.
    • Concrete / measurable outputs to be achieved: Coordination provided, research agenda agreed among the relevant stakeholders.
  4. Promote research capacity building among faculty and students and facilitate internships, scholarships and research grants for post-harvest fisheries and food processing technologies (e.g. drying and smoking).
    • Concrete / measurable outputs to be achieved: Internships, scholarships, and research grants disbursed and facilitated.
  5. Understand and apply UNIDO’s procurement rules, ERP systems and EU eligibility criteria during project implementation.
    • Concrete / measurable outputs to be achieved: ERP- SAP systems understood and applied, UNIDO and EU rules and procedures followed.
  6. In cooperation with FTRIP, assess and identify the need for the equipment support to universities for promoting research and development programs related to post- harvest fisheries and support the procurement of the equipment, as applicable.
    • Concrete / measurable outputs to be achieved: Equipment needs assessed and identified; equipment supply procedure supported.
  7. Support FTRIP and its partner institutions to ensure compliance with EU/UNIDO standards and eligibility requirements in fund management.
    • Concrete / measurable outputs to be achieved: Compliance ensured.
  8. Identify stakeholders/institutes involved in basic and applied research/education in the area of post-harvest fisheries (national, regional and international) and establish a communication and cooperation network with them in coordination with international expert(s).
    • Concrete / measurable outputs to be achieved: Stakeholders identified and network established.
  9. Support, together with international expert(s), selected post-secondary and/or higher education institutions for knowledge enhancement through revision of curriculum to meet the sector needs.
    • Concrete / measurable outputs to be achieved: Curriculum revised in selected institutions.
  10. Facilitate exchange visits for higher education institutions’ members in fisheries/food technology.
    • Concrete / measurable outputs to be achieved: Visits facilitated.
  11. Coordinate and support the promotion of the selected post-harvest fisheries product(s) through Geographical Indication (GI) modality.
    • Concrete / measurable outputs to be achieved: Product(s) identified and promoted.
  12. Lead the promotion of food quality culture, with special emphasis on food safety.
    • Concrete / measurable outputs to be achieved: Quality culture promoted.
  13. Follow up on the recommendations and action plan of international expert(s) and any other tasks, as requested by the CTA.
    • Concrete / measurable outputs to be achieved: Support provided.
  14. Support communication and visibility expert in preparing communication materials and case studies.
    • Concrete / measurable outputs to be achieved: Communication materials produced.
  15. Prepare a final report of the assignment including the activities carried out, analysis and observations made, deliverables achieved as well as recommendations.
    • Concrete / measurable outputs to be achieved: Activity report prepared and approved by the CTA.

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in economics, agriculture, engineering, food technology, fisheries or another field with a specialization in post-Harvest Technology is required.

Technical and Functional Experience:

  • A minimum of three (3) years of work experience in development/technical cooperation project coordination and implementation at national level, particularily in projects related to agri-business is required.
  • Experience in the fisheries/food or agribusiness industry is desirable.
  • Experience in research and development related to agribusiness/fisheries/food technology is desirable.
  • Experience in evaluating the needs, conditions and problems of the country or a similar country in the region is desirable.

Languages: Fluency in written and spoken English and Khmer is required.
