II. Background:
As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 by working in inclusive partnership for good governance, enabling environment and sustainability of the Civil Society Organizations that are working across diverse sectors in Cambodia.

III. Position Summary:     
The Legal Specialist is responsible for promoting enabling environment for development actors, especially for civil society organizations toward sustainable development in Cambodia. S/he will work in partnership with all stakeholders including NGOs who were selected to join the Technical Working Groups and to join the annual government-CSO consultation; development partners/UN country team, private sectors, DNGO-FNGO for policies dialogues at both national and sub-national levels. S/he will be managing information related law-policies-plan-mechanisms developed by RGC, DPs, UN; and preparing other materials to support advocacy efforts, case management on regards to national development plan-policy-legal/law-regulation-mechanisms.

IV. Key Expected Results and Functions/Responsibilities:
Key Expected Results:
The Legal Specialist will contribute to achieving the following key performance indicators:
1.    Contribute to facilitate development and implementation of strategies for CSOs to address significant gaps related to the enabling environment;
2.    Facilitate CSOs to have better compliance with legal frameworks such as LANGO, Taxation, Accounting and Auditing Law, Labor Law, Cyber Law, and other related issues;
3.    Facilitate CSOs to monitor and document the implementation of legal frameworks such as LANGO, Taxation, Cyber Law, Accounting and Auditing Law, and many others related;
4.    Promote collective efforts among CSOs, government, development partners to reform the key legal frameworks;
5.    Assist in conducting various research studies related to the enabling environment of civil society in Cambodia 

Key Function and Major Responsibilities:

    Contribute and organize dialogues among CSOs and stakeholders (CSOs and development partners, CSOs and government, and CSOs, private sector & government)
    Manage development case/information related to national priorities such as national development plans, law/regulation, mechanisms of RGC, DPs, UN country team
    Conduct legal analysis and develop advocacy strategies for CSOs and CCC to improve the space for civil society organization
    Work in partnership with government and other development actors including CSOs and DPs to debate on laws and relevant regulations (LANGO, Taxation, Labor, Cyber, Accounting and Auditing, etc.) impacting CSOs and their target beneficiaries.
    Facilitate and document cases management regarding the implementation of Laws and relevant regulations (LANGO, Taxation, Labor, Cyber, Accounting and Auditing, etc.)
    Coordinate and facilitate the technical working groups and collaborate with legal expert organizations for the analysis of new draft(s) of laws affected CSOs.
    Provide capacity building on Legal Compliance Framework to CSOs such CCC members, provincial NGO networks, and other CSOs.
    Monitor and take action on trends and/or emerging issues affecting CSO development effectiveness.
    Cooperate with Members and Networks Strengthening Manager to support provincial NGO networks on legal compliance framework and to raise inputs and concerns in the CSO and government partnership forum at the sub-national level.
    Cooperate with the Members and Networks Strengthening Manager to bring the voice from local and sub-national level to advocate at national level.
    Update the Cambodia development challenges and issues especially emerging issues would affect CSO democratic space then proposed road map/solution for CCC.
Supports to the Component Manager:
    To have Cambodian CSOs engagement in regional (CLMV) and international alliances (ADA, ADN, Beyond 2015, GCAP, CDPE, UN agencies, ASEAN).
    To develop strategic advocacy for CSOs and to address short-term and long-term development challenges
    To advocate to the National Assembly of the Government of Cambodia to provide national budget /funds allocation and/or tax exemption for CSOs.
    To engage with relevant government agencies in order to promote CSO perspective and influence contents of the laws
    To provide awareness raising activity at the local, regional, national and international levels
    Report the monthly progress and plan to Component Manager
    Write case study or success story at least one per year
    Write semester and annual reports with the result-based orientation submit to Component Manager
    He/she serves as officer-in-charge in the absence of the Component Manager
    Ensure that each event assigned by his/her line supervisor is run smoothly. 

V. Impact of Results:
The Legal Specialist will be solely responsible for achieving to the following outcome of the GHP:
•    30% Inputs from CSOs reflected within the contents and process of three laws (LANGO, Taxation Law, Accounting and Auditing Law)
•    Number of consolidated CSOs inputs on legal framework
The Legal Specialist will contribute to the following objectives of CCC:
1.    Improved quality of CSO services;
2.    Improved enabling environment for CSOs;
3.    Increased collaboration among CSOs;
4.    Increased capacity of CCC in performing its roles as CSO coordinator, networker and advocate.

VII. Qualifications Requirements:

Education:
•    Bachelor Degree in Law, Organizational Development (OD), Public/Business Administration or related field, master is preferred.
•    Good knowledge in governance within NGOs sector is a plus

Experience:
•    Minimum 5 years of relevant experience in advocacy works, project management, implementation and monitoring and evaluation;
•    Experience in conducting/facilitating multi-stakeholder’s forum/ training/workshops with the involvement of stakeholders.
•    At least 2-year experience in staff management
•    Experience and knowledge in conflict resolution is a plus
