DEPARTMENT PURPOSE: The CLV Cluster is comprised of three countries i.e. Cambodia, Laos and Vietnam.
Our Vision for the CLV Cluster is: A CLV Cluster that increases our
impact on the ground, strengthens our ability to influence policy
changes at country and regional levels, raises income and saves costs. A
key feature of the CLV Cluster design for Business Operations is a
consolidated, virtual hub, multi-located and provides distributed
leadership for business functions with a single line management
structure -reporting to a CLV Head of Business Operations. This includes
a Basic Business Operations structure in each country to ensure
delivery of existing commitments and provide a base for business and
strategic growth. The integrated cluster Business Operations structure
will provide functional management and oversight of all Business
Operations staff/units in the Cluster and provides quality control,
guidance, monitoring and support to all Business Operations functions.
All Business Operations functions are key contributors to Oxfam’s
lasting impact in Cambodia, Laos and Vietnam, within Asia and globally.
All staff members in Business Operations roles in the CLV Cluster are
linked to the virtual Business Operations Hub, to ensure accountability
at Country and at Cluster level, towards Partner Affiliates and via
Executing Affiliate (EA) joined-up processes.
TEAM PURPOSE:
Provide effective and efficient operational and technical across the 3
countries Cambodia, Laos and Vietnam to achieve its IT goals
JOB PURPOSE:
To assist program and support functions with the best quality of IT
services for Oxfam in Cambodia, Laos and Vietnam in accordance with
technical IT standard and following the guidance of Information Systems
Department (ISD). To ensure IT systems in the office are compatible and
adapt to the new corporate requirements and to provide training and
up-to-date information to staff to operate new systems and packages
where required.
Provide
effective and timely support and technical assistance to CLV
(especially for Cambodia and Laos) on IT related works, IT system
management and maintenance by collaborating with all IT experts/managers
of all levels.

KEY RESPONSIBILITIES
IT Systems Governance Supports/Management
- Providing
detailed technical expertise over a wide range of IT topics and
communicating with internal staff and external contacts to support IT
needs.
- Following
an established pattern to solve a variety of problems, some of which
are well defined but with new problem solving to be attempted and
referred upward if necessary.
- To
ensure daily IT support to Cambodia, Laos and Vietnam by dealing with
technical queries on operating systems and software packages as well as
problems related to computers or information technology.
- To manage and administer the Local Area Network, PBX system and ensure that the system is running smoothly.
- To
supervise and facilitate training on IT for staff: To provide hands-on
support / training whenever required. To provide training on E-mail and
all software packages and to distribute training materials available
from ISD on all corporate systems.
- To
assist the CLV IT Manager on management and maintenance of all computer
systems in the country office, assessment of requirements on purchase
of hardware/software for country team, and installation of updated
software. To ensure that this is done in coordination with ISD.
- To be the first point of contact for ISD, and country office for any IT queries.
- To
submit an annual budget for IT costs for CLV cluster, and to provide
up-to-date expenditure incurred under this head. To suggest
programme-wide specific expenditure for IT to be incorporated into
annual budget processes with the most cost-effective parameters for
Oxfam.
- Be responsible for submitting a monthly report to CLV IT Manager on IT issues for offices
- Providing IT equipment inventory and its condition
- Liaise and collaborate with ICT teams from other Oxfam affiliates
- Liaise with venders\providers for any hardware\software warranty or change.
- Working
closely with the Other IT Officers \ ICT department to assist with the
implementation of ICT Projects, Standards and Policies.
- Plan,
source, maintain and dispose of IT hardware and software and to ensure
in line with Oxfam and Donor Policies and Requirements and work closely
with logistic coordinator
- Design
an induction into general office IT procedure and practice to staff
members, including all new starters, in proper use of the system such as
email and business applications.
- Assist
in investigate and evaluate the best value and quality suppliers for
all IT and communications equipment on an ongoing basis, in line with
the global procurement policy.
Support
CLV IT Manager to ensure that the projected costs for hardware,
software and internet connectivity requirements/solutions are included
in every IT Budget Plan
- Assess
user IT training and education needs across CLV cluster and design and
deliver a comprehensive in-house training plan or outsourcing to meet
requirements, including providing management with information on how
these needs might best be met.
IT Security
- Maintain security of systems, networks, internet, and information in line with global IT security policies
- Develop and implement local policies/standards, procedures, and initiatives in line with organizational baseline
- Report
any alleged or suspected misuse of IT systems/equipment, lapses of
security and major violations of Oxfam IT Standard to CLV IT Manager,
and provide support to any resulting investigation, such as establishing
the user responsible, obtaining evidence, temporarily suspending access
privileges, etc.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
|
Essential
- Graduate and professional training on computers (basic hardware and software)
- Technically competent in IT and computer maintenance/trouble shooting.
- High
level of competence in development and implementation of computerised
systems including server installation and maintenance.
- Good written and verbal communication skills in English/Khmer.
- Use of initiative in problem solving.
- Learns/follows Oxfam policies and (technical) procedures to do the job.
- Takes responsibility for and completes standard tasks with minimal supervision.
- Suggests new ways to improve the work process.
- Contributes to team building.
- Solves problems with appropriate upward referral.
- Experiences in Microsoft Azure, MDM, Intune, EMS, O365 and other Microsoft Cloud based platforms
- Experiences in Cisco Meraki cloud product like Security Appliance (MX), Switches (MS), Aps (MR)
- Good
communication and strong interpersonal and negotiation skills to deal
with staff members of different cultural and educational backgrounds
