The Skills Development Programme (SDP) is mandated by the Swiss Agency for Development and Cooperation (SDC). The second phase of SDP (2020 to 2024) is implemented by Swisscontact in a consortium with INBAS. The programme works closely with the government at the national and the provincial level including the Ministry of Labour and Vocational Training, the Ministry of Tourism, and their provincial departments, the National Employment Agency as well as the private sectors.
To support us in the project activities we are looking for a motivated local/international consultant to support Skills Development Programme based in Phnom Penh.
Employment start: August - December 2022
Place of work: Swisscontact Cambodia Phnom Penh Office, with travelling to five target provinces
Tasks
- Consultation meetings with a technical working group (NEA senior officials and SDP) to kick off the activities
- and with key relevant stakeholders to get inputs.
- Review existing materials on career guidance to get familiar with the context (incl. possibilities and challenges).
- Provide technical skills to NEA’s key officials on how to standardize the career guidance manual such as
- developing content, compiling, standardizing, and finalizing the manual.
- Support NEA technical working group to prepare and review the contents of and finalize the career guidance
- manual by working with the technical working group.
- Develop a plan for capacity building within the NEA for the utilization of and dissemination of the career
- guidance resources.
- Provide capacity building to NEA’s key officials and Job Centers’ counsellors as well as Job Placement Officers
- of the Provincial Training Centres (PTCs) partnered with SDP on the standardized manual.
Requirements
- Proven experience in TVET system development, especially in the area of career guidance which is more desirable.
- Proven experience in working with government partners in international development projects.
- Proven experience in standardized career guidance of expertise.
- Understand the career guidance options and processes.
- Understand the Cambodian job market context, TVET program, etc.
- Sound coordination and facilitation skills to plan and organize the consultative workshops/meetings to collect
- inputs from relevant stakeholders.
- Outstanding verbal and written communication skills in English.
- Willingness to work as a team to contribute to sustainable and inclusive economic development in Cambodia for young and disadvantaged youths.
- Creative and strategic thinking skills.
