The Need

After 25 years of continued growth and operational success in pioneering the work of protecting those who are experiencing poverty from violence, IJM has become a $100+ million organization. As IJM continues this trajectory of growth and scaling of its impact, with the Vision to protect 500 million people by the year 2030, IJM’s Asia Pacific Forced Labor Slavery Hub is seeking a Specialist, Legal Services & Prosecution, Forced Labor Programs.

This position is based at Bangkok, Phnom Penh, Yangon, Kuala Lumpur, Jakarta, Manila or Cebu with regular travel across the Southeast Asia region and reports to the Regional Vice President, Forced Labor Programs, Asia Pacific. IJM will consider remote working arrangements for qualified candidates based elsewhere in the region

Responsibilities:

Strategy, Knowledge Development, & Implementation

  • In collaboration with FLS Hub leaders and country office legal focal points, facilitate process of developing and updating regional legal/prosecution strategy for the Forced Labor Slavery program;
  • Develop strategies to help law enforcement, NGOs and legal service providers more effectively respond through formal channels to situations of forced labor slavery, leading to better survivor experiences and outcomes, better perpetrator accountability results, and effective coordination among relevant stakeholders;
  • Ensure that the design, development, and implementation of legal services and prosecution development aspects of the APAC FLS program are aligned with IJM’s Global standards and best practices;
  • Develop knowledge products and tools to support capacity building for prosecutors, judges, court staff, labor ministries, NGO partners, pro bono lawyers, paralegals, and other legal service providers;
  • Remain up-to-date on innovative trends and developments in criminal and administrative intervention approaches globally and regionally through research, exposure/learning trips, and networking; propose enhancements or integration of best practices into existing IJM programs;
  • Support expansion assessments, lead legal research, and subsequent design and development of legal services and prosecution development strategies in alignment with IJM’s overall Asia Pacific FLS Hub strategy; and
  • Advise other NGOs, legal service providers, and government officials in various contexts regarding FLS matters and IJM’s programming.

Policies & Procedures

  • Develop and contextualize replicable policies, guidelines, best practices, and other processes as related to FLS Hub legal services and prosecution development;
  • Ensure that best practices and lessons learned are well documented; and
  • Support the development of FLS Hub legal policies and procedures related to casework, expert consulting, product development, training, partnership with legal service providers, and partner and justice system assessments.

Networking & Partnerships

  • Establish and nurture cooperative relationships with regional legal professionals, organizations, and coalitions;
  • Support IJM regional and country teams in building synergy between IJM projects and other rule of law/access to justice programs being implemented in target countries;
  • Represent IJM’s FLS program in coalition and stakeholder meetings, conferences, and workshops; and
  • Engage with new and existing legal services and prosecution development partners to establish new collaborations and to share best practices across FLS country projects.

Communication

  • Support development of briefs, fact sheets, and other communication resources as necessary that articulates IJM’s approach and strategy in supporting criminal prosecution and administrative proceedings in FLS cases and developing prosecution and court capacity to effectively respond to FLS cases;
  • Ensure knowledge sharing and lessons learned among IJM FLS country projects, promoting avenues for shared learnings and collaboration; and
  • Prepare/contribute to speeches, presentations, media talking points, etc. for delivery yourself or by other IJM leaders on FLS-related matters in various international meetings, conferences, etc.

Training & Development

  • In collaboration with other FLS program leaders, identify internal capacity building needs for IJM legal staff; develop resources and training or mentoring plans to equip teams with necessary knowledge and skills;
  • In collaboration with FLS program teams, develop or adapt external capacity building training resources and curricula for external FLS partners and service providers; and
  • Facilitate trainings and coaching/mentoring for both internal IJM staff and external partners in necessary skills and capacities needed to effectively prosecute FLS cases, promoting a victim-centered approach, and build prosecution, court and labor ministry capacity to respond to FLS cases.

Research, Program Management, and M&E

  • In collaboration with Hub and FO program, MERL and legal staff, consult on the design of M&E plans and research studies, and support the development of strategies to collect and analyze data related to indicators for the FLS program; and
  • Lead legal research initiatives by IJM staff, consultants and pro bono partners, and in collaboration with other similar organizations, to support program strategy development and justice system strengthening.

Field Support

  • Remotely support, through expert consulting, IJM country teams, partners and national law enforcement, prosecution and labor ministry personnel in supporting enforcement of laws against forced labor slavery and access to justice for survivors in pursuing related legal claims; and
  • Review and give input on FO reports and strategies, as needed.

Requirements:

  • Bachelor’s or Master’s degree in law;
  • Minimum 7-10 years of experience practicing law, preferably including trial experience;
  • Minimum 4 years of experience supporting prosecution of forced labor and/or human trafficking crimes, including demonstrable familiarity and experience with transnational crime;
  • Demonstrated expertise in assessing and developing capacity of legal service providers;
  • Familiarity with formal mechanisms for enforcing laws against FLS in legal systems in Southeast Asia;
  • Exceptional written and verbal communication skills, with the ability to make complex technical concepts easy to understand and present to large audiences;
  • Prior experience living and working in Southeast Asia required;
  • Fluency in oral and written English;
  • Leadership, team-building, mentoring, coaching, consulting, and training skills;
  • Demonstrated interest in human rights and social justice;
  • International/cross-cultural experience in development, relief, legal, law enforcement, or other fields; and
  • Proficient in Microsoft Office.
