How can you make a difference?
The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant with technical expertise in working with education systems to promote safe schools, mental health and overall wellbeing. This consultancy will provide technical assistance and programmatic guidance to EAP Regional and Country Offices to design and implement strategies to strengthen education system capacity to end violence in schools, develop psychosocial health and well-being so every child is ready to learn. It also requires someone with a strong background in participatory approaches as the work needs to be developed through a consultative process.
Work Assignment:
This consultancy will help to advance the work in education on improving learning, ending violence and promoting mental health and well-being: 1) Support the organization of regional and national roundtables on promoting learning, ending violence and ensuring wellbeing that are being organized by Safe to Learn with support from UNICEF EAPRO, 2) Support to country offices to advance the agenda at national level, 3) Develop strategic guidance and programmatic resources, and 4) supporting other related education programme priorities.
Task 1. Support the organization of regional and national roundtables on promoting learning, ending violence and ensuring wellbeing
- Contribute to planning and organization of regional roundtables on the Safe to Learn Call to Action, and collaborate with the Safe to Learn Secretariat-coordinated global task force on the STL Regional Roundtables. The regional roundtable is currently planned for early October 2022. It will be led by Safe to Learn Secretariat, with country coordination, technical inputs and participation of UNICEF. The purpose of the event is to promote cross-country sharing and exchange on strategies to promote safety, mental health and well-being in and through Education.
- Support the design, coordination and roll out of national roundtables in five countries, in collaboration with Safe to Learn.
- Contribute to additional advocacy presentations and events at regional and national level.
- Contribute to Regional School Health and Nutrition Working Group, in collaboration with UNICEF ROSA and WHO.
Task 2. Support to country offices to advance the agenda at national level
- Support a maximum of five countries (TBC - Cambodia, Indonesia, Papua New Guinea, Philippines, Thailand) in the region to design and roll out plans for advancing development of psychosocial health and well-being so every child is ready to learn, in collaboration with Ministries, relevant national partners and Safe to Learn.
- Respond to general inquires, questions and requests from country offices and regional and national partners, including development of national action plans.
Task 3. Develop strategic guidance and programmatic resources
- Develop and draft a brief strategic guidance document for UNICEF colleagues and Ministries of Education on how to integrate and advance the Safe to Learn agenda in education programmes and education sector so every child is ready to learn. This work will draw from a desk review of existing UNICEF and partner guidance/tools and country programmes in priority countries, consultations with UNICEF Child Protection and Education team and partners, drafting of the guidance based on discussions at regional roundtable and consultations and final consultation and validation of the document with UNICEF and partners.
- Review, contribute to and prepare knowledge management products, such as programme guidance, plans and country case studies.
- Map and compile resources for strengthening teacher training on development of psychosocial health and well-being in schools.
Task 4. Supporting other related education programme priorities.
- Review, comment and contribute to education documents, fundraising proposals and standard Monitoring processes.
- Contribute to programmatic discussions, development of knowledge products and general Education meetings.
- Undertake other related tasks as part of the Education team.

Duration of Contract: Full time for 10 months, 15 August 2022 - 15 June 2023 (Duration is negotiable.)
Official Travel: Consultant will travel twice to Bangkok and twice to country offices (countries TBC) (Potential other countries Philippines, PNG, Indonesia, Cambodia).
Work Location: Location for the position is flexible. Preference would be for the consultant to be based in Bangkok however, the consultancy can also be performed remotely, with travel to Bangkok.
To qualify as an advocate for every child you will have…
- Advanced degree in Education, and/or Social Sciences with relevant work experience.
- Minimum 10 years relevant professional experience, working on issues relating to education, child protection, mental health, wellbeing and/or related fields in developing country contexts.
- Strong experience in providing technical assistance to government and partners organizations internationally required.
- Research, programme development/management, monitoring and reporting highly desirable.
- Excellent interpersonal skills and previous experience communicating with partners at different levels.
- Demonstrated ability in work planning and report preparation.
- Demonstrated skills in professional high-quality writing in English.
- Experience working in the East Asia Pacific region highly desirable.
- Excellent communication skills in English.
- Experience working with UNICEF an asset.
