How can you make a difference?

The Health/HIV Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to assess progress of primary health care (PHC) at country and regional levels through literature review of available country reports; identify what is currently being done and by whom through conducting a landscape analysis on PHC and HIV/ adolescent health; and set priority evidence based interventions that can be incorporated in country policies and plans, for reorienting their health systems and investments around the delivery of PHC and adolescent health.


Work Assignment:

This data will provide a basis in which actions can be taken to improve health systems for PHC, informing regional joint efforts on the collaborative operational framework supported by UNICEF and WHO to accelerate and support countries (including ASEAN) in ensuring equity focus on reaching the most marginalized and vulnerable populations. Furthermore, this in-depth analysis information generated will allow for more engagement of donors and coordinated response for investments to PHC. Based on this data, modeling in LMICs e.g. Vietnam and Cambodia, will be showcased for replication to other countries.

Landscape analysis on the PHC performance through use of the core strategic and operational levers as outline in the operational framework. These 14 levers for PHC are interrelated and an integral part of the national health strategy, towards reaching the universal health coverage.[1] 

Analysis will also apply relevant indicators from the PHC monitoring conceptual framework, which are anchored on the PHC theory of change, and will determine to what extent the three components of PHC, the 14 levers for action and investment, have supported country to improve PHC performance, including improved access, utilization and quality; improved community participation, health literacy and care seeking behaviors; addressing the broader social, physical, and environmental determinants of health; and improving the health status and well-being of individuals and populations.[2]

There will be also recommendations on how the UNICEF EAP Regional Office can support countries to improve the governance and management of health services through promoting political engagement, policy development and implementation in strengthening Primary Health Care, at national and sub-national levels. Landscape analysis and priority settings will inform on the regional PHC advocacy efforts to influence ongoing policy and system reforms, leverage additional commitments and resources for PHC, as well as strengthening health information systems, for the collection and use of data to boost accountability and trust in health services.


Activities to be implemented include:

1.  Inception report on detailed task and timeframe

2.  Literature review of ongoing and previous assessment on PHC. Use of the PHC performance initiative to review the data and identify complementarity prior to undertaking the analysis.

3.  Landscape analysis using the PHC operational framework:

  • Identifying existing programmes, policies, legislation.
  • Assessing stakeholders and capacity within the country 
  • Assessing the domestic and external resources
  • Assessing to what extent adolescent health has been integrated in PHC.

4. Set priorities through a consultative process with key stakeholders, including national governments, WHO, UNFPA and CSO:

  • Any existing effective, appropriate and acceptable models already in country should be identified to scale up;
  • Focus on the needs of vulnerable population to ensure priority on equitable service delivery

5. Recommendation to UNICEF EAPRO on supporting regional stimulation of scaling up of investments based on country models

Overall quality of outputs is jointly overseen by health section through a periodic briefing in a monthly section meeting.

Duration of Contract: Start as soon as possible from July 2022 to 31 January 2023 (67 working days)

Working Location:  The consultant will work from his/her own premise with a weekly structured meeting (Microsoft Teams) with a supervisor.

To qualify as an advocate for every child you will have…

  • Post graduate degree in public health, pharmaceutical sciences, engineering or related sciences;
  • At least ten-year experience in public health and extensive experience in PHC and UHC, and landscape analysis and priority setting;
  • Understanding of the COVID-19 pandemic and how it has influenced primary health services;
  • Community based health service delivery;
  • Excellent communication, writing, analytical, inter-personal and facilitation skills;
  • Experience in reviewing and summarizing health program and research documents;
  • Sensitivity to cultural diversity and team works;
  • Proficiency in standard office ICT (information, communication and technology) applications;
  • Experience in terms of handling research and evaluation programmes/projects in multi-country settings will be an advantage;
  • Previous work experience in East Asia and Pacific Region is an advantage.
