We are seeking to recruit a suitable candidate to fill a vacant position of Director of Finance in the Sonja Kill Memorial Hospital in Kampot Province, Cambodia.
Job Title : Director of Finance
Report to : Chief Operating Officer (COO)
Work hours : 44hours per week or 191 hours per month
Main Duties and Responsibilities:
The hospital Director of Finance leads the finance, procurement and cashier teams. They are responsible for ensuring effective financial input and analysis to all operational departments of the hospital and for on-going financial monitoring and reporting on a day to day, monthly and yearly basis. The Director of Finance directs and monitors all hospital financial activities and keeps the CEO, COO and the Board of Directors informed of the financial condition of the hospital.
Essential Duties and Responsibilities:
- Promote an organizational culture where integrity, respect, kindness, compassion, teamwork and professionalism are shown towards all stakeholders.
- In charge of implementation to record revenue and expense transactions by department and perform financial analysis.
- Review monthly accounting close process including verification on monthly operating results to ensure accurate accounting records are maintained.
- Maintain adequate and effective processes to improve the close and reporting cycle to ensure timely and accurate reporting.
- Responsible for ensuring the hospital compliance with all applicable laws, rules and regulations.
- Proper analysis review of asset operation from balance sheet, income statement and cash flow perspective as well as an overall business perspective.
- Specific areas of responsibility include: patient financial services, maximizing cash flow consistent with sound credit and collection policies while maintaining good rapport with the community; financial reporting with detailed analysis of financial statements and variances from budget; audits of financial statements and internal controls; examination of insurance policies to assure that hospital assets are properly insured against loss.
- Supervise the establishment of all procurement, logistics, and supply chain functions for the hospital and ensure financial control. This includes the establishment of forecasting, ordering, inventory, and quantification tools and methods, oversight of supply depots and storage areas.
- Develop and implement policies procedures for the finance department in accordance with Cambodian Hospital Accreditation (CHAS) and other P&P as needed.
- Monitors capital assets expenditures and depreciation; prepares annual operating budgets with input and involvement at the departmental levels, as well as capital budgets and cash flow projections; maintains proper banking relations; and adheres to all hospital compliance standards and procedures.
- Responsible for training and developing co-worker, including workforce planning and succession planning.
- Initiated culture of open communication, accountability and timely decision-making.
- Participate and support initiative with the IT department with implementing fully functioning of HIS.
- Responsible for reporting internal, external & regulatory requirements and analysis as needed.
- Assist implementation of related policies and procedures.
- Assist with MOU renewal when needed.
- Perform other related duties as required.
Requirements
- Bachelors and/ or Masters degree in accounting, business accounting, or finance
- Five years of financial management experience
- Leadership skills, with steadfast resolve and personal integrity
- Understanding of advanced accounting, government regulations and tax planning
- Experience in leading and developing successful finance teams with a track record of adding value to service delivery.
- Experience of developing organizational, financial and business strategies
- Strong verbal and written communication skills
- Highly competent at speaking, reading and writing in English
Preferred Qualifications
- Masters degree in accounting
- Five years hospital finance management experience
- Strong understanding of SAGE accounting sy
