Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.
CARE is seeking a qualified national candidate who is enthusiastic and talented to fill the position Procurement Assistant based in Phnom Penh with regular travel to other sites as required.
Salary Range: $444 - $477
I- RESPONSIBILITY:
Your major responsibilities will be varied and will include:
Assist SPO to review the purchase request from program to ensure it contains all required information such as, number of units, estimated price, required delivery date, project and budget code, etc.
Assist SPO in getting quotations, making comparative analysis, and getting approval with a high standard of transparency for supplies;
Assist SPO in processing documentation on selection preferred vendors, following CARE policies;
Assist SPO in preparing Purchase orders for the goods and services, processing payment document to finance section and monitoring expenses;
Preparing and updating procurement tracker and maintaining a proper record of all procurement documentations; Approved Vendor List, Contracts, Purchase Request and Purchase Order;
Assist SPO in making market survey for various products and calling for quotations;
Assist preparing and sending the regret letters to unsuccessful vendors;
Assist SPO to update suppliers contact list with detail information;
Assist SPO in tracking all stages of the procurement process from initial ordering to final delivery and payment for goods and services;
Liquidate advances for procurement in a timely manner; and
Ensure systematic filing system for documents in sequential order and all files are placed in a secure place (to avoid unauthorised access of documents).

II- SELECTION CRITERIA:
Minimum High School (Years 10-12) and/or 1 years relevant work experience;
Minimum 1 year administration experience, preferably with an International Non-Government Organisation (INGO) or private companies
Knowledge of procurement procedures, local market, and Government offices;
Ability to make a productive contribution through talent, knowledge skills and good work practices;
Good communication skills in Khmer and English;
Ability to work within clearly defined routines and plans with minimal supervision;
A willingness to learn how to manage and acquit a small cash advance
Good interpersonal skills including, open mindedness, willingness to learn, team spirit, good attitude and personality;
Demonstrated flexible approach and ability to work under pressure and to organise and manage workload to meet deadlines;
Ability to plan own work activities and keep track of progress against agreed tasks; and
Basic understanding skills in Microsoft Office (word, excel and Power point) and aptitude to operate office equipment.

Public Holiday: CARE Cambodia the mandated public holidays (22) based on the Prakas by the Ministry of Labour and Vocational Training.
Time Off In Lieu: CARE Cambodia promotes a healthy work and life balance and does not encourage employees to work outside normal working hours. If those employees have to work during the weekend or public holidays due to requirements, he/she will be entitled to Time off in Lieu.

Remote Duty Station Allowance: Giving an understanding on some challenges facing by staff that moving to field offices at north eastern provinces, CARE Cambodia provides extra allowance to staff who has no permanent address at filed offices.
