PROJECT OVERVIEW

USAID Cambodia Green Future began its operations in October 2019 and will continue through September 2024. Using best practices in natural resources management (NRM), community engagement, and social and behavior change communication (SBCC), Cambodia Green Future will increase awareness and catalyze action via strategic campaigns in social media, radio, television, community events, and other methods. Currently starting its critical third year of implementation, the Project focuses on youth audiences nationally and in Phnom Penh and also among two target landscapes: the Prey Lang Extended Landscape (PLEL) and the Eastern Plains Landscape (EPL). Once aware of common threats to biodiversity and livelihoods, Cambodians can strategically communicate with fellow citizens and inspire them to protect their natural resources.

 

DUTIES & RESPONSIBILITIES

Under the overall direction of the Project’s Chief of Party (COP), the M&E Specialist will help ensure an evidence-based approach for project implementation and reporting and will be responsible for the implementation and maintenance of a comprehensive M&E system that integrates biodiversity conservation, forest protection, outreach, SBCC, as well as gender considerations. S/he will coordinate M&E activities to ensure regular collection and effective analysis of data throughout project geographic areas. The M&E Specialist will track project effectiveness, provide continuous assessment of progress toward project targets and benchmarks, and provide quality control and ensure rigorous M&E data integrity. The M&E Specialist will work in close collaboration with other project staff, partner organizations, grantees, and other potential short-term technical assistance to ensure effective management of M&E duties/activities.

Specific roles and responsibilities include, but are not limited to:

  • Lead all work related to M&E data collection and management for the Project, such as:
    • Oversee and guide implementation, review, and adaptation of the Project’s M&E Plan;
    • Develop and update any needed M&E tools (templates, questionnaires, etc.), databases, procedures, frameworks, or information systems for tracking USAID Project indicators;
    • Lead the analysis of collected data to inform the project’s understanding of progress and areas needed for improvement;
    • Maintain up-to-date data records on Project progress tracking and ensure the availability of requisite and quality data, including for key indicators, to inform programming and facilitate reporting;
    • Provide overall technical guidance on M&E and support all relevant partners, particularly grantees, to follow all M&E procedures/forms/tools/mechanisms;
    • Regularly collect, consolidate, and analyze performance monitoring plan (PMP) data, and provide PMP and other M&E updates for incorporation in monthly, quarterly, and annual reporting to USAID; and
    • Regularly upload data to all USAID reporting systems including Training & Exchanges Automated Management System (TEAMS), Development Information solution (DIS), Development Data Library (DDL), others as needed. 
  • Support the COP in coordinating the Annual Workplan Development Process, in consultation with the technical team;
  • Design, coordinate, and provide technical guidance, training, and capacity building in M&E to Project staff, grantees, partners, and stakeholders;
  • Keep the COP informed and involved in key management of the monitoring and evaluation of project activities;
  • Identify and quickly resolve M&E issues or challenges by proposing or making decisions for corrective actions;
  • In collaboration with project staff or with consultants/firms, lead any evaluations (mid-term and end-line evaluation), and other assessments for specific Project interventions;
  • Coordinate with the Project’s technical team to regularly update:
  • MEL Plan to ensure all indicators are tracked and meet USAID and Royal Government of Cambodia (RGC) requirements and capture all Project interventions as appropriate;
  • Ensure all M&E approaches/methods (data collection, data filling, data processing, data accuracy, etc.) are in accordance with USAID and RGC Requirements; and
  • Other duties as may be required.

The M&E Specialist will be based in Phnom Penh, and will be expected to travel to other locations in Cambodia, as needed, to execute the above duties and responsibilities.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree (or higher) in international development, economics, monitoring & evaluation, statistics, environmental or natural resource management or a related field;
  • Significant experience (at least six years) monitoring and evaluating USAID and other donor funded projects;
  • Demonstrated experience in developing and implementing comprehensive M&E systems, preferably for projects focused on environmental protection, conservation, SBCC, or a related area;
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E, especially for grant-funded projects;
  • Demonstrated experience in managing international development programs, including demonstrated sensitivity to local cultural and political context, cooperation among other donors and development projects, and host country institutions;
  • Proven expertise in evidence-based adaptive management, communications and/or marketing; biodiversity and/or wildlife protection; and sustainable landscapes management and/or forest protection;
  • Experience integrating gender equality and women’s empowerment issues within outreach, education, communications, behavior change, biodiversity, and forest protection activities;
  • Experience in Asia, or other countries with similar cultural and political dynamics;
  • Excellent oral and written communication skills in English; fluency in oral and written Khmer required;
  • Knowledge and skills in MS Office suite of products, and MS Excel in particular;
  • Superior analytical skills and ability to present critical project data and translate data into actions;
  • Cambodian work authorization required.
