REQUEST FOR EXPRESSIONS OF INTEREST (WBG)
ASSIGNMENT TITLE: 1277693 - Endline Impact Assessment of Rice Farmers in Cambodia (Firm)

ASSIGNMENT DESCRIPTION
IFC proposes to hire a consulting firm (or consortia of firms) from January 3, 2022 to April 30, 2022 to achieve the following objectives: to collect data for impact assessment.
The objectives are to assess the attributable impacts of the projects on farmers participating in the IFC projects in the following areas:1) Income from rice sales, 2) Adoption of SRP and other farm management practices recommended by IFC project and impacts of the adoption on average yield, 3) Financial literacy and farm management practices and 4) Gender related outcomes, particularly relating to womens roles and empowerment.
SCOPE
The consultant firm will collect quantitative and qualitative data which IFC will used to evaluate the two projects with activities implemented in Kampong Cham, Battambang, Banteay Meanchey and Kampong Thom provinces. In-depth analysis of the quantitative data collected by the consultant firm will be done by IFC.
It is required that the survey data will be collected and entered in digitally coded questionnaire on a tablet or android device through an online survey tool, preferably SurveyCTO.
Sample size of the first project: 700 farmers (in Battambang, Kampong Cham and Kampong Thom Provinces), should be surveyed, 400 of which should be participating (treatment) farmers that are benefitting from the IFC program, whereas the comparison group farmers (300 farmers) will not be part of this program.
Sample size of the second project: 700 farmers (in Battambang and Banteay Meanchey Provinces), should be surveyed, 400 of which should be participating (treatment) farmers that are benefitting from the IFC program, whereas the comparison group farmers (300 farmers) will not be part of this program.
3. KEY STEPS AND DELIVERABLES
All deliverables must be approved by IFC in writing before they are considered finalized, and payment is made. The deliverables will be submitted for each of the 2 projects are: 1) Inception report, 2) Questionnaires, (3) Enumerator manual, 4) Cleaned and coded data files and 5) Fieldwork report. All deliverables must be in English. The consulting firm must be available after submission of cleaned datasets to explain any datapoint that IFC may have question during the data analysis.
QUALIFICATION:
Firms participating in this competitive tender process must possess the following qualifications:
Demonstrated prior experience in similar impact assessment studies with appropriate in-country knowledge; experience with agricultural data collection is strongly preferred.
Experience (at least 2-3 completed assignments) with the use of tablets for interviews preferred.
Strong capacity in data management.
Knowledge of the key agricultural value chain: Rice in Cambodia.
Good spoken and written English as well as local language skills of key staff.
