Under the direct supervision of the Chief of Party, the Provincial Implementation Manager of the USAID-funded Cambodia Inclusive Primary Education Activity (IPEA) is responsible for ensuring the quality and fidelity of program delivery by provincial teams, and for managing the institutionalization of key program activities within the regular Government administrative and financial structures. The position is a member of the Senior Management Team and provides a clear line of communication between regional implementation teams and Phnom Penh-based technical staff. The Provincial Implementation Manager will also provide direct leadership of IPEA activities and oversight of program activities.
Essential Duties:
- Reviews and quality assures the development of regional activity plans and budgets in line with the agreed areas of focus (Professional Development, Early Grade Learning, School-Based Management and Inclusive Education)
- Reviews and strengthens the links between evidence derived from learning and support visits and activity focus, with an emphasis on targeted activities and sustainability principles laid out by the program
- Coordinates between Technical Leads and Provincial Field Office Coordinators to ensure technical support to the regions is aligned to the regions’ needs for learning and support priorities (manages process for scope of work review)
- Coordinates project planning, inputs and logistics with government partners at National and sub-national levels (Province and District).
- In consultation with the COP and DCOP/Technical, provides support/assistance as required to provincial teams in support of their engagements with Local Government Authorities in prioritizing areas of focus for sustainability
- Offers support, insight and advice on system strengthening and activities to institutionalize project activities.
- Coordinates with Technical Leads and M&E to ensure key findings from learning and support/research activities are shared and discussed with relevant district and regional government stakeholders and learning themes identified
Minimum Required Education & Experience
Job Requirements are a combination of qualifications and related experience. Judgment of an acceptable equivalent combination, on an individual basis, is the responsibility of Management
Master’s degree and 10 years of experience or Bachelor’s Degree and 12 years of experience or equivalent combination of education and experience
