The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin.

The position is located under the Sustainable Food Systems Division (DTA/AGR/SFS) which promotes ISID through the promotion of food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the food and agribusiness sectors through access to support services, finance, markets and trade opportunities.
The Division contributes to the capacity-building of food systems support institutions and skill development agencies through its advisory and convening activities.

PROJECT CONTEXT
CAPFISH Capture - Post Harvest Fisheries Development project is part of the “Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector” (ACA/2019/408-424) and is co-funded by the European Union. The overall objective is to contribute to the achievement of the Royal Government of Cambodia's long- term vision of social and economic development, food security and poverty reduction. The project is funded by the European Union. The project is designed with the specific objective to contribute to the development of post-harvest fisheries through upgrading of the regulatory and institutional system, as well as the adoption of better practices and innovation by the private sector. This project will aim at inclusive post-harvest fisheries value chain development focusing on strengthening the institutional capacity of Competent Authority for establishing official control systems and subsequently supporting the development of post-harvest fisheries, through capacity building in terms of skills development, food safety system implementation, matching investment support and building business support mechanisms.

UNIDO is delegated by the EU and the Fisheries Administration to implement CAPFISH Capture - Post Harvest Fisheries Development project with respect to the following outputs:

Output 1: Enhanced technical competence and sustainability of the Competent Authority and official control services supporting the post-harvest fisheries.
Output 2: Enhanced private sector capacity to comply with international standards and market requirements relevant to the post-harvest fisheries.
Output 3: Enhanced business competitiveness of post-harvest fisheries through innovation and R&D.
Output 4: Project management, monitoring and evaluation.

In this context, UNIDO is recruiting a qualified National Market Linkages Expert (agribusiness) to fulfill duties related to promoting fishery private sector development, and improving the competitiveness of enterprises. This will be done through establishing sustainable market or business linkages for fishery value chain businesses in either local, regional or international markets, thereby creating and improving their business growth opportunities.

Duty station: Phnom Penh, Cambodia

Main Functions

The expert will work under the direct supervision of the Chief Technical Advisor (CTA), under the responsibility of the Project Manager in Vienna, in close cooperation with the project counterparts (mainly the Fisheries Administration, PDAFFs and private sector enterprises), the UNIDO Country Representative and project team.

Main duties

1. Review relevant project documentation and sector specific reports.

2. Create a list of potential market opportunities. Identify potential buyers or lead firms (supermarkets, hotel operators, schools, local traders and wholesalers, and other key commercial entities and informants) in both national and international markets in order to establish business linkages with fisheries value chain (VC) actors.

3. Make an assessment and prepare a report of buyers’ requirements (volumes, standards, type of products and its specifications, logistic considerations, etc.).

4. Identify fisheries private sector actors’ strengths and limitations. Work with Business Development Service (BDS) providers to assess the capacity of fishery private sector actors (MSMEs and processor groups) in terms of their existing products (quality, quantity, variety, existing networks and buyers).

5. Identify the supply gaps and bottlenecks based on the requirements and demand of the buyers.

6. In coordination with the project team, prepare market linkage approach including an action plan taking into consideration the identified supply gaps and demand requirements. As per developed action plan, work with BDS providers in offering market or business linkage support to fishery businesses to gain access to new markets.
Project Output 2 beneficiaries will also be supported in this respect.

7. Support project team in promoting the Cambodia Quality Seal (CQS) and Value Chain Investment Support (VCIS) through business dialogue or business linkages, campaigns, participation at fairs, road shows, etc...

8. Carry out other related technical tasks as required by the CTA in relation to the assigned activities.

9. Prepare the final report of the activities carried out, analysis and observations made, deliverables achieved, as well as recommendations.

Minimum Requirements

Education
Advanced university degree in Economics, Marketing, business administration, or other relevant discipline with a specialization in agribusiness is required.


Languages
Fluency in written and spoken English is required. Working knowledge of another official UN language is desirable.


Field of Expertise
A minimum 3 years of professional experience in the field of promotion of market and business linkages, and agribusiness value chain development is required. Experience in working with development projects in agribusiness sector is desirable.
