Align with the Girls’ Education Program and Gender Equality program scale up strategy, this position will be responsible for leading and managing Master Trainers Team who are working in different Field Offices. The PM is indirectly (dotted line) supervising the GEP Program Officers (who are assigned in Master Trainer team), who provide technical oversight, training and couching at the field level. This role also focuses mainly in supporting Sr. GEP Program Manager on building partnership with key sub-national TWG including provincial level, district, and key programmatic and technical work overall.

Under the leadership of GEP Senior Manager and in collaboration with the Global & Regional GEP Team and Country Teams, the Program Manager, is responsible for providing technical assistance, support and supervision on all aspects of the program designs, including professional development to school teachers and stakeholders and will report directly to GEP Senior Program Manager who will manage the strategic priorities and the overall programmatic work

Duties & Responsibilities:

Management and Coordination:

  • Lead and manage Master Trainer team including providing support, coach and build capacity of the Program Officers and Master Trainer team to deliver training to teachers on life skills from both  theoretical and practical perspective.

  • Leads and coordinates the development of the GEP Program Teacher training manuals (such as Teacher manuals, Hybrid Coaching), and assessment/monitoring tools, and document the best practices.

  • Work closely with Technical PO to design training contents, methodology by focusing on teacher’s engagement for phaseout GEP schools, UNICEF pilot provinces as needed

  • Provide technical oversight of Country Office GEP staff and Social Mobilizers (SMs); including providing on-going capacity building, on-site coaching, and technical support as required to address issues of program implementation quality in content areas

  • Provide general technical support to Country Office GEP staff in program content areas where contextualized worldwide content and professional development are not yet available

  • Monitor and collect feedback/best practices on the use of contextualized program content and professional learning materials, including conducting regular field visits

  • Revise contextualized program content and professional learning materials as needed based on learnings from field implementation, in collaboration with the Global Office GEP Manager

  • Support Global PDTA and  Sr.PM GEP to increase and incorporate greater gender sensitivity in their work, including components of our work with boys.

  • Support Sr.PM to ensures the full functioning of implement of GEP strategic, government engagement and the quality and outcome/impact of the program strategies.

  • Support Sr. PM in utilizing the research, monitoring and evaluation data to enhance the program quality.

  • Coordinates with Field Managers to support and ensure that the Program Officers have implemented and achieved the GEP strategic priorities implementation plan, in particular; training, coaching and monitoring.

  • Under the support from Sr. Program Manager, coordinates with Field Manager and People Operation Manager to identify capacity building needs of Program Officers and timely respond to their needs.

  • Collaborates with Global PDTA and Sr.PM to provide technical assistance into the development of appropriate teaching resources and additional materials and ensure all developed materials are appropriate and enhance team knowledge and experience.

  • Provide support to business development opportunities in collaboration with the Country Team as related to donor engagement, reporting, and proposal writing.

  • Plans internal conferences and meetings for staff (Master Trainer team).

  • Participates in any other activities, which may be required to be undertaken to fulfill the objectives of the organization.

Program Design, Implementation, Training, Technical Guidance and Monitoring:

  • Provide technical and managerial support to adapt/revise teaching materials, ToT, trainings based on program need.

  • Support Sr.PM   to adapt the national local life skill curriculum to be used for secondary program. Those included working with MoEYS Technical Working Group (TWG), Secondary Education and reviewing/adapting of materials to be used in target province.

  • Develop ToT/Training materials, lead piloting and develop rolling out plan.

  • Conduct program reflection/revision and refresher ToT/trainings which required travels to observe implementation activities in target schools.

  • Builds Program Field Officers capacity to deliver quality GEP results and outcomes through provision of understanding the program design and ability to deliver trainings, coaching, and monitoring to District Resource Person (DRP) and District Training and Monitoring Team (DTMT) and teachers.

  • Designs program contents, methodology and materials (teaching, coaching materials) to complement the gaps found in government learning and teaching curriculum; and train them to GEP staff.

  • Supports/guides Program Officer in delivering training/capacity building for teachers, and school principals in UNICEF supported school, GEP active schools and indirect GEP implementation.

  • Designs Room to Read’s approach to District Resource DRP and DTMT and teacher professional support to improve life skills learning and adapted as needed based on research, monitoring and evaluation data.

  • Ensures global guidelines are being adhered to and adapted as needed.

  • Support Sr.PM in providing  Girls’ Education and Equality Program knowledge/expertise to the Research, Monitoring & Evaluation (“RM&E”) team to support the design, implementation and refinement of monitoring and evaluation systems and procedures used to track progress against planned program outcomes.

  • Participates in research initiated by RM&E, and recommends improvements to Room to Read GEP program to more efficiently and effectively manage the program in the country.

  • Provide technical support, orientation, and capacity building Master Trainer  team for ongoing life skill program implementation as needed.

  • Monitor program delivery in targeted province, ensuring technical quality, and proposing improvements in design when appropriate.

Planning, Reporting and Documentation:

  • Supports and contributes in developing the GEP AP&B through collaboration with the CO Program Operations team, analyzes annual program goals and budgets to ensure alignment with organizational strategies and priorities.

  • Supports Sr.PM and CO Program Operations team on developing and providing oversight of the implementation calendar, annual planning, quarterly reporting, and overall tracking of program implementation.

  • Support Sr.PM to develop Hybrid Coaching manual including monitoring tools and provide coaching training to relevant RtR staff and District Resource Persons (government coaches) in target provinces.

  • Prepares and reviews program reports and responds as necessary.

External Coordination and Networking:

  • Represents GEP by joining with sub-national Technical Working Group (TWG), provincial training team and other NGOs partner and regular consult with the team.

  • Identify and take part in conferences, roundtable discussions with MoEYS, NGO partners and other for advancing girls’ education, life skills and gender equality in Cambodia.

  • Collaborates with the government to build support for the program and identify ways to supplement and augment the government curriculum.

  • Represents Room to Read by attending and speaking at relevant forums and advocates for the importance of GEP program work.

  • Liaises with other NGOs running similar programs to identify areas of knowledge sharing and possible collaboration.

  • Represent GEP Program  internally and externally to share our work and advocate for our programs to countries’ programmatic needs and, as needed, and for worldwide conferences or other events.

  • Support to host annual visit of delegations from the MoEYS, Life Skill TWG to see GEP program schools in target provinces for learning and advocacy efforts

Qualifications

Required:

  • A master’s degree in Education or a related field of study, or equivalent experience

  • A minimum of 7 years of professional experience

  • Experience with Girls ‘Education /Gender Equality for learning improvement programs

  • Excellent knowledge and understanding of teaching methodologies, curriculum and teacher training at secondary stage

  • Experience with education programming (e.g. curriculum development, instruction, training).

  • Experience developing educational learning materials for students or teachers at the primary stage

  • Experience developing and conducting training programs for teachers

  • Experience in developing and implementing programmatic improvements

  • Strong planning, supervising, and program development skills

  • Understanding of monitoring, evaluation, and process documentation

  • Prior success working closely and building relationships with diverse groups of people and organizations

  • Ability and desire to travel frequently to visit school sites

  • Excellent verbal and written communication skills in English

  • Ability to juggle multiple priorities simultaneously

Preferred:

  • Experience teaching at the secondary stage

  • Experience in developing and conducting on-site school support and coaching initiatives for teachers

  • Development and use of observation and other monitoring tools and practices to assess progress of secondary school interventions

  • Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead

  • Prior track record of achieving results in a fast-paced, growth-oriented global or regional organization

The salary range for this position will be determined based upon the experience of the candidate hired.
