RTI’s International Development Group (www.rti.org/idg) is accepting expressions of interest from qualified professionals for the position of Inclusive Education Support Specialist under the multi-year, USAID-funded Inclusive Primary Education Activity (IPEA) project.

Under the supervision of Inclusive Education Director, the IE Support Specialist will serve as a member of IPEA team with responsibility to provide IE staff and MoEYS with technical support on the improvement of teaching and learning quality in schools; develop training plan and training materials; providing input to the development of awareness raising/advocacy materials; conducting and/or facilitating training process and; evaluating the impact of training at community level to ensure high program quality and alignment with policies, guidelines of the Inclusive Education and disabilities sector; provide overall capacity building to teachers and partners on Inclusive Education including IE Pre-service training, TLM for teaching the children with the special education needs, IE & UDL mainstreaming, National subgroup advocacy and IE management and community engagement outreach.

S/he will provide partners with technical assistance and support coordination, planning, manage implementation, reporting, and monitoring) while networking with sector stakeholders at all levels. S/he will assist the project’s Inclusive Education Director and Inclusive Education team to achieve the objectives and specific tasks described in this scope of work.

Essential Duties:

IE Pre-service trainings:

  • Coordinate with MoEYS departments and technical team to design and conduct the IE Pre-service and In-service trainings.

Teaching Learning Materials (TLM) for teaching the children who are blind and deaf:

  • Coordinate with SED and NISE and lead technical team to design the trainings to meet the needs for the teachers teaching the children who are deaf and blind in the special schools.
  • Co-facilitate with SED and NISE to conduct trainings for the teachers teaching the children who are deaf and blind in the special schools.

Inclusive Education at sub-national levels

  • Lead IE team and coordinate with other team members to integrate inclusive practices into all project activities
  • Coordinate with SED, POE and PTTC to design the Inclusive Education trainings
  • Develop training plan and training materials; providing input to the development of awareness raising/advocacy materials; conducting and/or facilitating training process and evaluating the impact of training at community level to ensure high program quality and alignment with policies, guidelines of the Inclusive Education and disabilities sector.
  • Provide technical assistance in designing facilitation guides and/or facilitate trainings related to disability, screening, and inclusive education for the government personnel.
  • Support and facilitate to develop planning, implementing, monitoring, and evaluating Inclusive Education project with SED, POE and DOEs
  • Design and conduct trainings on inclusive education management, basic Inclusive Education, and special education for CWD to meet needs of learners.
  • Lead and conduct trainings on Inclusive Education Management to POE and DOE and working group members, UDL and IE and TLM for special education to meet needs of learners with different disabilities.
  • Develop monitoring tools to monitor and mentor the education stakeholders to applying knowledge and skills.
  • Support technical team and M&E to monitor the implementation of inclusive education activities in the field for the timely data are available about project implementation
  • Writes reporting on the progress of inclusive education activities, including monthly and quarterly progress reports
  • Coordinate annual and quarterly project implementation plans with IE staff and partners ensuring a participatory process to meet project requirements.

IE management and community engagement outreach

  • Support IE team on development of a community mobilization strategy for inclusive education
  • Support IE staff and technical team to organize the IE management and community awareness on Inclusive Education and disabilities.
  • Provide technical support to conduct the screenings tool training, conduct disability screenings and monitor screenings to the targeted schools and districts.

National subgroup advocacy: Participate and represent IPEA in relevant workshops and meetings outside for networking and advocacy as needed.

Monitoring, Evaluation and Learning:

  • Conduct regularly monitoring visits to project targeted areas and provide feedback and coaching to partners so that objectives and indicators are met in accordance with agreements.
  • Support preparation of project narrative reports and any required documents from USAID.
  • Ensure strong focus on learning including the facilitation of lessons learned sessions, experience sharing, and documenting case studies and lessons learned.

 

Minimum Required Education & Experience

  • Master’s Degree in Education, Special Education, Social Work, or other related fields required with 3 years of experience, or bachelor’s degree with 5 years of experience; focus on disability related issues and/or reading desirable.
  • Experience in program implementation, facilitation skills, capacity building, and monitoring and evaluation preferred.
  • Experience in developing and implementing programs with IE programming desirable.
  • Experience of working successfully in partnership with national level authorities, local partners, and staff for program implementation and capacity building.

Skills and Abilities 

  • Knowledge of educational/disabilities policies/laws related and project management including project development, design and provision of training, monitoring and evaluation, and report writing
  • Ability to work independently as well as in a team with diverse groups of people in a multicultural team environment
  • Self-motivated and able to prioritize work and multi tasks to meet deadlines
  • Excellent organization, planning, and analytical skills; detail oriented
  • Excellent interpersonal and organizational skills, with a problem-solving, proactive attitude, and capacity to work both independently and as a collaborative team player.
  • Flexibility and ability to handle multiple tasks simultaneously.
  • Strong oral and written communications skills.
  • Ability to work in a fast-paced environment and meet deadlines under pressure
  • Strong computer skills (Outlook, Word, Excel, PowerPoint)
  • Language skills: English and Khmer required and or a commitment to learning.
  • Knowledge of Braille preferred and/or a commitment to learning.
