Transparency International Cambodia (TI Cambodia) was founded in 2010, and it is a fully accredited National Chapter of Transparency International Secretariat based in Berlin, Germany. With more than 100 Chapters worldwide, we work together with all relevant stakeholders including the government, civil society organisations (CSOs), development partners (DPs), private sector, media and individuals to promote integrity and reduce corruption.

TI Cambodia has successfully implemented its 1st Strategic Plan 2012-2015 and 2nd Strategic Plan 2016-2019. In preparation for the effective execution of next Strategic Plan 2020-2022, Phase III “Collective Actions Against Corruption (CA2C)”, TI Cambodia seeks to recruit dynamic and highly qualified candidates to fulfil the following position:

1. Background
Transparency International Cambodia is a fully-accredited National Chapter of Transparency International Secretariat based in Berlin, Germany. With more than 120 Chapters worldwide, we work with all relevant stakeholders including the government, civil society organisations (CSOs), development partners (DPs), private sector, media and individuals to promote integrity and reduce corruption.

2. Overall Goal of the Position
To execute plan, manage grants and provide supports to  Programme Manager to deliver expected results of all fiscal accountability and national budget related projects as stated in work plan agreed by donors.

3. Objectives:

  • Manage and deliver the expected deliverables of relevant projects on fiscal issues;
  • Represent TI Cambodia at national coalitions by working with NGOs working groups (BWG and OGP) and government stakeholders concerning fiscal issues;
  • Lead the  analysis of policy areas  concerning national and  sub-national fiscal transparency and accountability;
  • Ensure effective monitoring and evaluation of the programme and management of data of the programme.

4. Roles and Responsibilities:
Programme Implementation Responsibilities

  • Represent TI Cambodia in national coalitions of civil society such as Budget Working Group (BWG), Open Government Partnership and partnerships with CSOs and Government counterparts related to fiscal transparency and accountability;
  • Work with BWG on producing CSO’s analysis on national budget laws or other legislations/decisions on fiscal issues.
  • Work with TI Cambodia’s team and BWG on producing citizens budgets on national budget and/or sectoral budgets.
  • Keep track of relevant policy updates and annual budget laws in order to produce a sound policy analysis;
  • Plan, execute and monitor projects related to fiscal transparency and accountability including effective management of grants.
  • Monitor and evaluate programme progresses and document programme impacts and lessons learned and produce result-oriented quarterly, semi-annual and annual reports of the projects;
  • Develop new initiatives that adapt to new challenges and context and lessons learnt;
  • Endure effective documentation and management of relevant programme documents, files and records;
  • Assist the Programme Manager to ensure that TI Cambodia fulfills its obligations and meets reporting requirements of donors in a timely manner.
  • Ensure strict compliances with all TI Cambodia’s policies, rules and regulations in the programme;
  • Perform other tasks, which are required by the Programme Manager.

Human Resource Responsibilities

  • Line-manage project staff, consultants, interns and volunteers who are assigned to work under the assigned components;
  • Provide guidance, technical support and coaching to all staff under supervision in order to develop their capacities and improve their work productivity;
  • Conduct quarterly coaching and annual performance appraisals for all project staff under supervision in accordance with HR policy.
  • Participate in the recruitment and dismissal of project staff under supervision when deem necessary

Financial Management Responsibilities

  • Work closely with Programme Manager and Finance Team to create quarterly, semi- annual and annual project’s budget;
  • Be responsible and accountable for financial management and expenditures of the assigned components in accordance with procurement rules, regulation and policy of TI and donors; and
  • Ensure accurate expenditure reports of the assigned components and ensure fiscal transparency and accountability for the organization.

Networking and Communications Responsibilities

  • Maintain communication with the programme team and other staff and share all updates and important organisational information related to the programmes.
  • Ensure smooth coordination and communication with programme donors.
  • Follow and keep up with current policy development and changes, publications and important external communications.
  • Act as a focal point to liaise with national partners and implementing partners on issues related to fiscal issues, and maintain/enhance good communication and fruitful partnership with them.
  • Network  with  other  CSO  organisations  and  relevant  stakeholders  and  enlist  their cooperation in the furtherance of mutual goals.
  • Work closely with the Programme Manager and Director of Programmes to identify potential  partners  and  donors  to  formulate  innovative  anti-corruption  projects  which address the real challenges faced by institutions/organizations that are working on good governance and anti- corruption in Cambodia.

5. Qualifications and Experience

  • A higher education in Economics, Public Administration, Public Policy, Public Finance or another subject relevant to the position.
  • At least 2 years of working experience preferably in the field of public finance, fiscal issues, governance and anti-corruption.
  • Sound knowledge of Cambodia fiscal issues and technical skills in policy and national budget analysis;
  • Good knowledge and understanding of the project management cycle and the ability to contribute well to the planning, implementing and monitoring programme;
  • Ability to work directly with donors in challenging environment;
  • Good communications, interpersonal and influencing skills, including the ability to build and maintain relationships with people from diverse backgrounds especially with NGOs and government agencies;
  • Be passionate and committed to promoting integrity, good governance and anti- corruption and achieving TI Cambodia's missions, goals and values;
  • Ability to work independently, under pressure and with high level of commitment to ensure all outputs are achieved on time and to a high standard.
  • Fluency in Khmer and good knowledge in English with a proven ability to communicate both verbally and in writing.
