CAVAC is assisting the Supreme National Economic Council to conduct a robust feasibility study with a site-specific business case, which will inform government and private sector on decisions to invest in and establish an Agri-food Industrial Park (AIP) in Cambodia.
Objectives
To ensure the commerciality of the feasibility studies and the practicality of site-specific business case for AIP in Cambodia, CAVAC are seeking technical assistance of a qualified expert on AIP infrastructure development and operational system planning; including special facilities and essential services as needed in line with best practices and the specific needs of Agri-food industrial park.
Key Activities
The main responsibilities of the Agri-food Industrial Park Expert are as follows:
- Review and feedback (with a practical and commercial lens) on the feasibility studies, and particularly site-specific business case for the first AIP in Cambodia, in line with best practices and the specific needs of Agri-food industrial park, including AIP leasing regulatory, operating policies, infrastructures, special facilities and essential services
- Support development of strategic plan to operationalise the agri-food industrial park, including planning for tender/procurement for any resulting development/operations concessions
- Provide strategic advice to SNEC and steering committee to transition the studies to operation, considering commercial aspects of the model
- Propose a strategic AIP investment promotion and marketing planning for fund sourcing/raising, including a list of prospective investors as; industrial operators, developers, and sponsor, for the development of Agri-food industrial Park in Cambodia
- Support and coordinate visits to comparable overseas agri-food or similar industrial estates for the AIP steering committee, that will be organised by CAVAC.
Deliverables
The expert is expected to submit a draft report, including strategic plan, and AIP investment promotion and marketing plan for review to the team.
Based on inputs received, the expert will then submit a final report including finalised strategic plan, and AIP investment promotion and marketing plan before the end of the assignment.
Selection Criteria
- An advanced degree in Industrial Estate Management, Business Administration and Management, Operations and Supply Chain Management, Agricultural Business, or a related field
- At least ten years of professional experience in developing and managing the operation and performance of agri-food industrial parks, agri-food processing related economic zones or similar industrial estates
- Demonstrated work experience in investment promotion for industrial estates/park development, and strategic operation planning and implementation of agri-food processing related industrial estates / parks, special economic zones,
- Demonstrated excellent understanding of infrastructure, special facilities, and services of a well-functioning Industrial Park, Special Economic Zone or SMEs cluster in and outside of Cambodia
- Excellent verbal and written English language communication skills, (if Excellent verbal and written Khmer is plus)
- Demonstrated ability to work constructively in a team.
