We are currently seeking an internal qualified candidate for the position of: Technical Advisor for Family Planning in Private Health Sector for the USAID Cambodia Enhancing Quality of Healthcare Activity. This is a five-year project, led by FHI 360 and partnership with Population Services International (PSI), the International Training and Education Center for Health (I-TECH) of the University of Washington, Meridian Group International, and mClinica that aims to  engage and empower national and provincial leadership as well as public and private healthcare managers and providers to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization.

The Technical Advisor for Family Planning in Private Health Sector will work under the supervision of the Quality Improvement/Health Systems Strengthening (QI/HSS) Advisor.  S/he will be responsible for the oversight and technical direction of service delivery, and community and household-level strategies and interventions to increase use of Family Planning methods provided by quality private health sector.

With technical guidance from the QI/HSS Advisor, s/he will provide technical support in implementing quality improvement collaborative (QIC) in the private health sector, developing materials to build capacity of the private health sector in QI, promoting QI at the subnational levels, building sustainable platform at the sub-national level to ensure continuous QI coaching and FP technical coaching, and supporting in documentation of best practice of FP-focused QIC for further scale up.

Key responsibilities:

  • Serve as the FP technical focal point for EQHA, particularly as it relates to building and maintaining relationships with the Royal Government of Cambodia (RGC), National Maternal and Child Health program, private sector and other national and sub-national officials and stakeholders.
  • Provide oversight for FP-focused QIC implementation in the private health sector through working closely with sub awardee (i.e., PSI/C)
  • Under technical guidance from the QI/HSS Advisor, develop technical material and capacity in QI and coordinate with relevant national program and sub-national level to develop technical materials for FP for private health sector.
  • Advocate for institutionalization of the modern quality improvement in the private health sector
  • Provide technical assistance to strengthen the capacity of project staff, partners and other government staff to design and implement quality FP interventions.
  • Provide technical guidance and strengthen capacity of provincial and operational district health institutions and other implementing partners for the delivery of a range of quality FP including post-partum FP, immediate post-partum IUD, and youth-friendly FP services in line with government priorities and project guidelines.
  • Work with government and other stakeholders on informing policy, guideline development, as well as advocacy on key health service delivery issues.
  • Ensure technical quality of training activities through facilitative supervision and monitoring, jointly with government and partners, where feasible.
  • Lead all FP activities of the project in the geographical jurisdiction assigned. Identify, mobilize and coordinate stakeholders who will be collaborators in the implementation of activities, oversee activity roll out and implementation and sustain knowledge and demand for services.
  • Establish and maintain effective follow-up and support system for partner agencies on FP/RH components as planned, ensuring performance of all FP in private health sector indicators.
  • Build sustainable platform at the sub-national level to ensure continuous QI coaching and FP technical coaching activities beyond EQHA timeframe.
  • Support in documentation of best practice of FP-focused QIC for further scale up
  • Ensure and monitor EQHA’s, and its partners’, compliance with the Protecting Life in Global Health Assistance and Statutory Abortion Restrictions

Minimum Requirements:

  • Master’s Degree in Nursing, Midwifery, Medical, Sexual Reproductive Health, Public Health and/or any other relevant with at least 5 years of relevant experiences working with INGOs.
  • At least 10 years of experience working on improving quality of sexual reproductive health.
  • Good experience in working with Ministry of Health and relevant national program at national and sub-national level.
  • Experience work with private health sector is preferrable.
  • Knowledge on project coordination and management and health system in Cambodia.
  • Ability to work well with others and to develop and maintain compatibility among project staff, sub-awardee, and stakeholders.
  • Ability to negotiate and find acceptable solutions when problems emerge.
  • Well-developed written and oral communication skills.
  • Ability to takes initiative and ownership, make decision, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
  • Be self-initiative, innovative, positive and cheerful personality, and highly self-motivated
  • Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required
  • Strong planning, organizational and scheduling skills, and filing
  • Computer literate with strong skills in the use of Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint); willingness and ability to learn new things/skills as required.
