Finance Officer - Operations (1 Position)

To be based in Phnom Penh

Job Summary:  
You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. As part of an experienced finance team, you will help coordinate daily financial activities through preparation and delivery of financial services.
Roles and Key Responsibilities:
• Review and supporting documentation of financial transactions to ensure all required documents are accurate and complete.  
• Support and coordinate electronic fund transfers from CRS PP office to staff and beneficiaries at targeted project areas.
• Inform suppliers and vendors after process fund transfer and ensure that all acknowledgement receipt of payment is attached with payment vouchers.
• Ensure maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package to ensure all required documents are accurate and complete and authorizations are in place.
• Prepare cash receipt vouchers of all cash received from local donors, vendor, cash return from staff liquidation and ensure the cash receipt should be deposited at the bank no later than the next business day.  
• Monitor daily transactions of all banks and keep vouchers and ensure supporting document are properly attached.  
• Accounts Payable Specialist create invoices for all operations routine payments.
• Proactive responsible for following up with relevant stakeholders on account receivable and account payable following balance in aging report.
• Support program team on cash advance and settlement such as training, workshop, and meeting at provinces.
• Scan month end documents for HQ (cash count sheet, bank reconciliation, FM I+II checklist, CR checklist, severance reports, other financial statement) date line before 20th every month.
• Back up Finance Officers in preparing finance vouchers, and entry financial data on the vouchers into Insight and other reporting procedures.  
• Conduct field monitoring visits/ spot check to CRS staff at field offices and partners for expenditure verification and prepare monitoring reports accordingly.    
Basic Qualifications
• B.A. degree in Accounting, Finance, Economics, Business Administration strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
• Minimum of two years accounting experience, preferably with an international or local NGO, or a financial/banking institution.
• Familiarity the relevant public donors’ regulations a plus.
• Proficient in Excel and experience with Word and PowerPoint. Knowledge of financial Systems accounting package or similar financial reporting software a plus.

• Must be willing and able to travel up to 25%.
