3.1. Sealing and marking of proposals
(a) The outer envelope shall be:

(b) Both inner envelopes shall indicate the name and address of the
Offeror. The first inner envelope shall contain the information
specified in Sub Clause 7.1 (Technical Proposal) and Clause 8 (Proposal
form) of RFP document, with the copies duly marked “Original” and
“Copy”. The second inner envelope shall include the price schedule
contain the information specific in Sub Clause 7.2 (Financial Proposal).
Important Note:
i/ if the price information is appeared in the first inner envelop
(technical proposal envelope), then the proposal will be declared as
non-technically responsive.
ii/ if the inner envelopes are not sealed and marked as per the
instructions in this clause, the PSI/C will not assume responsibility
for the Proposal’s misplacement or premature opening.
