PSI/CAMBODIA IS SEEKING A CAMBODIAN DYNAMIC CANDIDATE TO FILL THE POSITION OF: SOCIAL AND BEHAVIOR CHANGE COORDINATOR AND GENDER FOCAL POINT, 01 POSITION.
JOB SUMMARY
Promoting Healthy Behaviors (PHB) is a five-year (May 2018-June 2023)
USAID funded Social and Behavior Change project. PHB works to assist the
Royal Government of Cambodia to improve health behaviors among
Cambodians working across six health areas: tuberculosis, family
planning, maternal and child health, WASH, malaria and nutrition. The
purpose of the project is to improve health behaviors among Cambodians
and support USAID Cambodia’s goal to ensure that Cambodians seek and
receive quality health care with decreased financial hardship through
more sustainable systems. PHB focuses on six provinces in Cambodia and
they are; Kampong Chhnang, Kampong Cham, Tbong Khmum, Battambang, Pailin
and Phnom Penh.
The Social and Behavior Change (SBC) Coordinator/Gender Focal Point
plays a significant role in the PHB activity, coordinating with
Provincial Technical Departments and Health Promotion Units (HPUs),
private and
local NGO partners and supporting them to achieve successful
collaboration and maximum synergy. Specifically, s/he will support all
partners at national and provincial level in the design and
implementation of
PHB’s SBC activities, ensuring that they are done effectively and follow
strategy and guidance. Working with different national programs and
technical groups across different PHB health areas, the SBC
Coordinator/Gender Focal Point under the leadership of the PHB Senior
Program Manager closely coordinates and provides guidance to PHD, local
partner NGOs and other local authorities to identify potential new SBC
approaches, and contribute to the design of new SBC activities.
Once developed, the SBC Coordinator oversees implementation of the
SBC activities at the provincial and local level, working with PHB’s
implementing partners and coordinating with provincial, district, and
commune authorities. Responsibilities include the review and planning of
the behavior change activities, and closely monitor program
implementation, including adherence to the workplan and budget, and data
collection.
The SBC Coordinator/Gender Focal Point also leads the development and
implementation of PHB’s gender strategy, providing gender training to
all staff and partners, and ensuring that gender considerations are
fully
integrated in to all PHB activities from design to implementation and monitoring.
DESIRED QUALIFICATION
Bachelor’s Degree in Marketing, Communication or other relevant field
At least 3 (three) year experience with the design and implementation
of social and behavior change programming and/or other relevant
communications or creative design work.
Experience implementing interpersonal Communication (IPC), and/or Community Mobilization (CM) activities in rural areas.
Experience working within PHB-related health areas preferred.
Experience with gender integration in SBC activities preferred.
Experience working with NGOs and private sector partners.
Strong project management skills (project design, planning, workplan, budgetary management, and control).
Familiarity with social and behavior change/human centered design approaches or IEC/BCC programming
Familiarity with gender concepts and gender programming preferred.
Ability to learn and understand new processes very quickly.
Excellent verbal and written communications skills
Ability to lead NGO partners and work with government partners.
Possess critical thinking capability, accuracy minded, attention to
detail, comfortable working on multiple simultaneous projects and having
ability to work on his/her own initiative.
Very good spoken and written Khmer; good spoken and written English.
Computer literacy, with knowledge and experience using MS Office.
Flexible and willing to take on a variety of tasks contributing to work even outside of JD as required.
Willingness to travel throughout PHB project areas.
