The role of the Executive Director is to provide high‐level leadership and management oversight to implement the Strategic Plan 2021 –2024 in all the focus areas of programming, and internal organisational strengthening. Specifically, the role involves: strategic management of the programme and organisation; ensuring financial sustainability; development of strategic partnerships; leading high profile consultancies, contracts and other initiatives; and, working with the Board as required on all strategic and policy issues.

The Executive Director is expected to lead VBNK in a way that motivates staff and develops the organisation’s capacity to remain sustainable while contributing to social development in Cambodia. This calls for vision, high quality management skills and the ability to represent the organisation to multiple stakeholder groups.

Main Tasks and Responsibilities: The role of the Executive Director is to provide high-level leadership and management oversight to implement the Strategic Plan 2021 – 2024 in all the focus areas of programming, and internal organisational strengthening. Specifically, the role involves: strategic management of the programme and organisation; ensuring financial sustainability; development of strategic partnerships; leading high-profile consultancies, contracts and other initiatives; and, working with the Board as required on all strategic and policy issues.

Responsible to: VBNK Board of Directors.

Supervises: Programme Manager, Administration and Finance Manager, Technical Advisors.

Salary range: 22 to 24 on the VBNK salary scale.

VBNK is now looking for a well-organised and committed candidate with the following:

Key Responsibilities and Accountabilities

1. Strategic Leadership

        1.1. Work with the VBNK Board and senior managers to implement the Strategic Plan 2021 – 2024 and monitor VBNK’s strategic direction, ensuring always that the organisation’s culture and functioning fit with its stated values.

        1.2. Take the lead in developing and sustaining VBNK as a learning organisation at the forefront of social development issues in Cambodia. Work with all managers and staff to ensure that VBNK incorporates learning into all aspects of its internal and external practices.

        1.3. Leading the organisation in a way that inspires and motivates staff to achieve at a high level.

2. Cooperation with Governing Board

        2.1. Work with the Board to ensure the full legality of the organisation and all its activities, in compliance with Royal Government of Cambodia (RGC) and donor requirements, and that all Board directions on policy matters are met.

        2.2. Oversee the development and review of all necessary organisational policies, to be submitted to the Board for approval and adoption.

        2.3. Attend Board meetings and contribute to the work of the Board by advising in an exofficio capacity, and ensuring efficient administration of Board proceedings

3. External Relations, Business Development and Organisational Sustainability

        3.1. Represent the organisation within the Cambodian social development sector, to create strategic connections for potential business and programme development. This includes establishing and strengthening relationships with the RGC, development partners and other donors, and civil society organisations to identify and leverage partnership and funding opportunities.

        3.2. Provide strategic leadership to develop and implement fundraising, marketing and publicity strategies to strengthen VBNK branding and reputation. This includes routinely monitoring trends in the social development sector in order to identify needs to which VBNK should respond with new initiatives. Work with senior managers and advisors to explore the viability of developing and implementing new projects or programmes.

        3.3. Lead dissemination of organisational development, capacity building and learning best practices to influence the wider community, establish communities of practice and strengthen VBNK branding.

        3.4. Lead proposal development processes for large projects and oversee the development of all other proposals in a way that builds staff capacity for fund raising.

        3.5. Ensure sufficient resources are mobilised to sustain VBNK and its ability to deliver quality in all its work.

        3.6. Where appropriate work with senior managers to establish and strengthen regional and international links and create strategic connections that have the potential to benefit VBNK.

4. Programme Development and Management

        4.1. Ensure the Programme Unit have the technical support, materials and other resources necessary to ensure high quality delivery of all VBNK’s activities.

        4.2. Ensure that VBNK’s monitoring, evaluation and learning framework is implemented and fully understood in order to maximise results and uphold quality assurance processes.

        4.3. Constructively balance and manage any tension arising from VBNK’s conflicting organisational needs to be a learning organisation that builds staff capacity with the need to generate income.

        4.4. In selected cases take the lead in delivery of services or support delivery teams.

5. Organisational Management

        5.1. Ensure all administration systems and procedures reflect organisational policy and best practices.

        5.2. Take overall responsibility for VBNK financial management ensuring effective and efficient use of financial resources adhering to international accountability and transparency standards, and that approved policies and procedures are followed at all times.

        5.3. Ensure that all reports about VBNK’s financial and programme functioning required by the RGC, donors, the Board and other stakeholders are prepared and submitted on time.

        5.4. Regularly instigate reviews of organisational effectiveness and introduce changes as required to ensure efficiency and sustainability.

        5.5. Supervise and manage direct reports in the structure and Technical Advisors

        5.6. Lead development, implementation and periodic review of a Human Resource Strategy that ensures continuous learning and career development opportunities.

        5.7. Approve all job descriptions.

        5.8. When the seriousness of situation requires Director level intervention take action on staff disciplinary matters.

6. Additionally

        6.1. Any other reasonable tasks requested by the Board, or as required by donors, RGC, clients or other entities, which contribute to the work and objectives of VBNK.

Required Experience and Knowledge

        – Leadership and management experience of an organisation with proven success in achieving its mission and mandate

        – Ability to think strategically in leading and positioning the organisation in response to changes in the external environment, specifically the Cambodian social development sector.

        – Knowledge and understanding of state‐of‐the‐art theory and practice of capacity development.

        – Proven track record of success in representing an organization with partners, RGC agencies, donors, private sector organizations, and media.

        – Familiarity with economic and social development issues in Cambodia and broadly in Asia.

        – Proven track record in fundraising from diverse institutions, both local and international.

        – Proven track record of making sound judgments in a range of situations.

        – Good level of IT literacy and an understanding of how new developments in technology can positively contribute to the aims of an NGO.

Additional advantageous experience

        – Leadership and management in a not‐for‐profit organisation delivering high quality programmes in the social development sector.

Personal qualities

        – Excellent written and verbal communication skills to motivate, Influence and negotiate in both Khmer and English.

        – Innovator, willing to explore and take risks with new ideas.

        – Ethical and values driven approach to management.

        – High degree of self‐awareness and an understanding of how to drive, support and motivate excellent team performance and individual development.

        – Commitment to learning organisational learning processes and substantive experience using creative processes and tools in organisational development and civic engagement activities.

Education

        – Advanced degree in the social sciences, education, organisational development or other relevant field.
