FAO Representation in Cambodia is launching the implementation of the project “Strengthening capacity in the agricultural and land use sectors for enhanced transparency in implementation and monitoring of Cambodia’s Nationally Determined Contribution (NDC)” funded by the Capacity-Building Initiative for Transparency (CBIT) of Global Environment Facility. The objective of the project is to support the preparation of Cambodia’s reports to the UNFCCC under the Paris Agreement’s Enhanced Transparency Framework (ETF) with strengthened agriculture and land use components, including inventories of emission sources and sinks, and information to track progress against priority actions identified in Cambodia’s NDC for these sectors. The project is looking for a National Project Coordinator (NPC) based in the Ministry of Environment (MoE) to provide management and technical guidance for the implementation of the project.
Reporting Lines
- The NPC reports to the Head of Operations.
Technical Focus
- Project management, implementation, monitoring and reporting
- Multi-sectoral stakeholder coordination strengthening
- National ETF reporting for agriculture, land-use and other relevant sectors; including UNFCC reporting requirements, Climate Change mitigation Monitoring, Reporting and Verification (MRV), and climate change adaptation monitoring and Evaluation (M&E)
Tasks and responsibilities
- Coordinate and closely supervise the execution of the project’s activities in accordance with the project document and approved annual work-plan and budget;
- Provide technical inputs to the project and coordinate the sourcing of FAO technical support and those of project partners where necessary, while monitoring the overall progress of the work plan and the budget;
- Engage with stakeholders at the national level, and ensure that foreseen outputs are delivered effectively;
- Implement and manage the project monitoring and evaluation (M&E) and its communication plan;
- Prepare the Project Progress Reports, containing information on the activities carried out and the progress in the achievement of outcomes and outputs, and submit to Project Steering Committee and FAO for approval;
- Coordinate with related initiatives and ensure collaboration between the participating institutions and organizations;
- Support the strengthening of national coordination mechanism thought the integration of Agriculture, Forest and Other Land Use (AFOLU) sector into the UNFCCC reporting process;
- Support the development national ETF monitoring and reporting roadmap for the AFOLU sector;
- Support the development of an Information Management System (MIS) and improvement of measurement, monitoring and reporting infrastructure for the AFOLU sector;
- Perform any other task as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advance University Degree in Environmental Sciences, Natural Resources Management, or related field;
- At least 7 years of relevant working experience in the area of project management, multi-sectoral coordination, monitoring and reporting;
- At least 5 years relevant experience on climate change, climate change mitigation Monitoring, Reporting and Verification (MRV), and/or climate change adaptation Monitoring and Evaluation (M&E);
- Language proficiency in English and Khmer;
