Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 36 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 7 Community Development Programs in 4 provinces and 1 city of Cambodia. GNC is now working with key sustainability partners and relevant department of government and NGOs to impact the vulnerable people, especially children. To ensure and access the expected outcome, effectiveness, impact and to describe approach on how staff implement the project, GNC is seeking consultant for 2nd phase evaluation (Jan. 2014 to Dec.2019)

Consultant for 2nd Phase’s Project Evaluation
(1 position). This position opens to all qualify expat and local staff.

I. Scope of work
Initial Planning
Document Review: After reviewing the documents listed in section 13, information gaps will be determined, and scope of other data collection methods refined accordingly.

Quantitative Survey
Household Survey: The consultant will develop household survey questionnaires based on the indicators stated in the CDP project documents. Equally important, the questionnaire will be finalized by the evaluation team in consultation with the CDP team from research framework design including matrix framework development, questionnaire development, up to finalize it after pre-test questionnaire. (Pre-test of questionnaires should be done twice to revise and redesign questions in order to prevent induction-questions and to find irrelevant questions.) Moreover, CDP team would help to make an appointment with household sample that randomly will be selected by the consultant(s) from the list of project beneficiaries.

The calculation of sample size is based on random sampling from those households in the CDP target villages. The population of project beneficiaries is at large of 7633 families in the 32 target villages; consequently, 610 families (2 CDP) are randomly selected for interview. Based on the mathematic of probability prove that the size of the population is irrelevant unless the size of the sample exceeds a few percent of the total population that we are examining for those population unknown or at large . In connection to this, the proposed sample size is 229 households out of 7633 families, which is corresponding to 3% of total population, i.e. it is reasoning to conclude the representative.


Qualitative
Focus Group Discussion: FGD will be held with project (participants) beneficiaries and project partners to obtain qualitative data following the information needed outlined in the Evaluation plan.
There will be 10 Focus Group Discussion (FGDs) conducted with different stakeholders, authority, Community Small Groups, School Support Committees, School teachers, school students, RC and Non-RC families. The FGD participants will be organized homogeneously to help ensure participation and minimized the domination during FGD.        

Key Informant Interviews: Between 10 and 15 Key Informant Interviews will be held with project stakeholders, such as communes and district governor, school director/representative, chief of village/representative, different government department (e.g. agriculture, fishery cantonment, and etc.), and some Community Development Project staff to obtain qualitative data to get more detail information on the project implementation over the period of implementation. This meeting and interview would be facilitated by CPD team. 


II. Requirement
Qualification and Experiences

  • Relevant academic background (Master’s Degree preferred),
  • Significant professional background in Program Development and DM&E with a minimum of 10-year experience.
  • Extensive knowledge on sectors of child sponsorship child protection, education, Health/WASH, IG, Partnership Building and advocacy etc.
  • Previous experience in conducting similar works for international NGOs will be preferred.
Knowledge and skills
  • Excellent analytical, interpersonal, communication and reporting skills.
  • Excellent technical knowledge on community development performance management.
  • Should be competent to examine child’s rights and interdisciplinary issues.
  • Mastery of written and spoken English.
