Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to promote positive impact to vulnerable people, especially children. We are inviting motivated and qualified candidates to join our dynamic team for the following positions:
Programs Development & Fundraising Department manager, salary range from 900-1100$ (Re-announcement), 1 position based in Head Office, Phnom Penh
Beside basic salary, the successful candidate will be offered a competitive salary and other benefits such as 13th month salary, seniority fund, health, life and accident insurance for 24 hour and phone card allowance.

Responsibilities:
Project & Program Development
Project & Program Development
- In coordination with all relevant field and technical staff, leads project & program development, in coherence with GNC’s programmatic approach and values and corresponding to donors’ fields of interests.
- Mainstream innovative approaches to GNC’s projects and programs, both in design and implementation.
- Ensure strong Design, Monitoring and Evaluation (DME) compliance in projects effectively.
- Ensure systems are in place to ensure all programs are producing quality designs and outputs that make a significant difference in the communities where GNC works.
- Ensure effective models of integration between funding types, between CDP, Regional Office and designated-fund project are developed, understood and used for design, implementation, monitoring and evaluation.
- Ensure integration between projects is seen as a priority at all levels, and that the synergy of integration is actively sought and planned for.
- Ensure all programs and projects integrate child well-being and make a measurable contribution to child well-being
- Support and manage innovations and new initiatives to improve program quality and impact; enable organizational learning and reflection
- Supports fundraising officer in identifying potential funding opportunities for GNC.
- Leads proposal writing efforts, with support from the Fundraising Technical Advisor.
- Leads donor cultivation efforts.
- Develop a high-profile local donors’ network.
- Supports team staff to create and deliver relevant & qualitative communication material and deliver it (web, print, etc.) in a timely manner.
- Contributes to developing GNC’s networks and partnerships in relevant fields of work.
- Increase GNC’s visibility by overseeing profile-raising and fundraising events
- Is a member of the Senior Management Team: participates actively in weekly meetings to discuss all issues regarding GNC’s strategic orientations & implementation work.
- Contributes to strategic documents such as Country Strategy Plan, GNI’s 2030 vision, and all other documents related to strategy, by insuring mainstreaming of fundraising and innovation.
- Actively supports leadership improvement efforts.
- Supports when needed the Strategic Implementation Division Manager and the Country Director.
- Graduate degree in International Development, Fundraising, Evaluation, or any other field relevant to the described responsibilities.
- Minimum 10 years of experience in International Development.
- Minimum 5 years of experience in management position.
- Solid experience in fundraising, proposal writing and external communication.
- Experience in project and program design, implementation, monitoring, evaluation, and report writing.
- Good interpersonal, communication and networking skills.
- Competent in written English, computer literate (Ms. word, excel, PPT)
