Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to promote positive impact to vulnerable people, especially children. We are inviting motivated and qualified candidates to join our dynamic team for the following positions:

Planning & Communication Department Manager (Urgent), 1 position based in Head Office, Phnom Penh 
 
Beside basic salary, the successful candidate will be offered a competitive salary and other benefits such as 13th month salary, seniority fund, health, life and accident insurance for 24 hour and phone card allowance. 
 
Responsibilities:
I. Fund Raising
  • Coordinates closely with OD department and CDPM to look for new items, which could be created as a new project.
  • Works closely with technical staff as well as support from CDPM to develop proposals new projects.
  • Communicates with funding agencies either locally or overseas in order to gain information about fund release.
  • Write competitive proposals to get more fund for GNC operation for the sake of community support, especially the poor.
II. Non-Sponsorship Project Development & Management
  • Coordinates with Operational Department, especially technical team and CDP level to research data for non-sponsorship project.
  • Access field with team when data are really needed to get for proposal writing by coordinating with CDP.
  • Works closely with CDP level to discuss and find new items to add to existing CDPs, sounding fund healthy source support.
  • Improves the way of non-sponsorship project management by providing clear illustration of requirement through discussion with stakeholders of the project.
III. Internal & External Communication
  • Improves GNC website and homepage in order to provide better messages and access for staff and public.
  • Improves ways of information sharing among GNC team members by either strengthening or creating more channels to be used for activities sharing.
  • Works closely with cross Departments within the organization to improve relationship within the organization.
  • When direction is made or updated, disseminates to relevant staff to clearly understand the meaning, reducing the doubt of awareness.  
  • Improves standard of message writing by coordinating with CDPs to instruct or set clear guideline for posting message.
  • Communicates with stakeholders especially donors to have common and close understanding of the project and how it benefits to vulnerable people.
  • Brings closer relation and information sharing to channel of communication with ARO, IHQ as well as donors in order to encourage stakeholders to understand.
IV. Research and Strategic Planning
  • Supports organizational environment improvement by looking for new ideas to bring better place for staff to work.
  • When new approach or guideline is released, needs to closely follow up to make sure how well staff understands it.
  • Works with team to develop and improve long-term strategy of the organization in order to bring forward larger impact for community.
  • Closely supports country director as well as other department managers to develop and improve development approach for the organization.
  • Works with team to catch up part of market to improve, especially for social enterprise.
  • Coordinates with cross sectors to make plan of integration, which sounds relevant from one sector to another and which is easy to understand.
  • Accesses all CDP information about the failure and bring it to analyse in order to find solution changing from failure to the successful one in the future.
V. General Management and Leadership
  • Participates as membership of SC to make decision responding to issues or new strategy for internal improvement.
  • Takes part in social enterprise development and improvement to bring possibility for sustainability.
  • Involves in leadership improvement in terms of support to create unique leadership for GNC
  • Supports other tasks as requested by team, especially Country Director.

Requirement
  1. At least Bachelor degree in development and project management or related field.
  2. Minimum 5 years of appropriate professional experience in management and leadership of a comparable community development project/program.
  3. Sound experience in project and program design, implementation, monitoring, evaluation, and report writing.
  4. Good development facilitation including empowerment, community mobilization and transformational development.
  5. Good interpersonal, communication and networking skills.
  6. Competent in written English communication, computer literate (Ms. word, excel, PPT)
  7. Knowledge in proposal writing.
