This position is in the Country Office of the High
Commissioner for Human Rights in Cambodia. The incumbent reports to the
Coordinator of the Rule of Law Unit.
Responsibilities
Under
the direct supervision of the Coordinator of the Rule of Law Unit and
the overall guidance of the Representative, and in close cooperation
with other programme units in the country office, the Officer's main
responsibilities and tasks include:
- Researching and analysing impunity, “popular justice”, and discrimination and assessing their impact on rule of law and the human rights situation in Cambodia to:
• Investigate selected cases through interviewing victims and witnesses; undertaking fact-finding missions; gathering relevant documentation and information from NGOs, judiciary, military and police authorities; and follow up on progress;
• Consolidate information and analyse relevant aspects of cases in order to identify trends, possible patterns of human rights violations and systematic practices;
• Ensure all unresolved cases taken up by the office are pursued;
• Observe trials of key cases in the courts.
- Maintaining working relations with government authorities and law enforcement authorities and the judiciary at national and sub-national level in order to assess specific cases, take appropriate preventive action, secure effective remedy and assist in the development and implementation of an awareness-raising and training program;
- Maintaining close cooperation with NGOs and other representatives of civil society working for human rights, including youth organizations;
- Assisting the Co-ordinator of the Rule of Law unit to prepare internal and external analytical reports and briefings on the human rights situation, including proposed actions;
- Maintaining and entering data into the database
- Providing support to the missions and reports of the Special Rapporteur of the Human Rights Council on the human rights situation in Cambodia and other UN human rights mechanisms
- Supervising the work of junior staff working on impunity and discrimination issues
- Performing other tasks as required.

Competencies
PROFESSIONALISM:
Knowledge of human rights issues and ability to identify related
problems in their political, ethnic, gender and social dimensions,
including approaches and techniques to address sensitive problems. Good
knowledge of institutional mandates of human rights organizations,
prevailing policies and procedures. Good analytical, research,
fact-finding, monitoring, reporting and advocacy skills, including
ability to identify and participate in the resolution of human rights
issues. Solid knowledge of witness and victims protection. Discretion
and sound judgment in applying expertise to resolve complex and/or
sensitive issues. Ability to identify sources for data collection,
research and analyze information and draft human rights reports. Ability
to evaluate and integrate information from a variety of sources and
assess impact on the human rights situation in the area of assignment.

Education
Advanced
university degree (Master's degree or equivalent) in law, social
science, political science, international relations or related field,
preferably with a specialization in international human rights. A
first-level university degree in combination with two additional years
of qualifying work experience may be accepted in lieu of the advanced
university degree.
Work Experience
A
minimum of 5 years of progressively responsible professional experience
in human rights or related area. Experience in monitoring and
protecting human rights is desirable. Relevant experience in Cambodia
will be an asset.
Languages
English
and French are the working languages of the United Nations Secretariat.
For the position advertised, fluency in English is required. Working
knowledge of French and/or Khmer is highly desirable.
