The Raoul Wallenberg Institute of Human Rights and Humanitarian Law
(RWI) is an independent academic institution established in 1984. RWI
has since 1990 carried out a wide range of research, academic education,
and institutional capacity development programmes internationally in
the human rights field, mainly with the support of Swedish Development
Cooperation.
RWI's office in Jakarta coordinates the Institute's regional
interventions in Asia. RWI has been active in different countries across
Asia since the 1990s and in regional programmes since 2007. Regional
cooperation in Asia has over the last ten years focused on strengthening
capacities of NHRIs and academic institutions as actors of change for
human rights implementation and promotion in the region. Since 2017 the
office coordinates the implementation of a regional programme on human
rights and sustainable development (2017-2021), which focuses on
linkages between human rights and environment and climate change and the
promotion of rights-based and sustainable development in the Asia
Pacific. The programme supports research, synergies between sectors, and
access to justice in the above fields, approached from the perspectives
of RWI's thematic focus areas: economic globalisation, inclusive
societies, people on the move, and fair and efficient justice.
The programme is implemented from the Institute's office in Jakarta
in coordination with the RWI offices in China and Cambodia, and with a
range of regional partners, including the International Commission of
Jurists, the Stockholm Environment Institute, the Asia Pacific Forum of
NHRIs and the ASEAN CSR Network, and relevant UN Agencies and CSOs.
Summary
Considering the recent growth of the Jakarta office and the regional
programme, the Institute is currently seeking to fill the position of a
Deputy Director to support the office. The position is full-time and
subject to funding, with start date as soon as possible. The initial
contract will be signed for the period of one year, with possible
extension.
The Deputy Director's primary responsibilities are to advice and
assist the Office Director to ensure the effective planning, management,
coordination and follow-up, as well as the further development, of the
work and activities falling under the Office's mandate so as to achieve
expected results, enhancing the overall impact, quality and coordination
of RWI's regional programmes in Asia, and that the Office and its
resources are managed efficiently. The Deputy Director reports to the
Director of Office.
Main Tasks and Responsibilities
Main tasks and responsibilities of the position is to advise and assist the office director to:
- Manage, coordinate and develop the RWI operations, across thematic areas, in the country/region in question, ensuring a strategic and relevant role for RWI also vis-à-vis global Institute priorities
- Manage the affairs, staff and premises of the RWI Office in in the country/region
- Maintain staff by: recruiting, selecting and orienting employees; maintaining a safe, secure, and legal work environment; and promoting personal and professional growth opportunities including through conducting annual performance and salary reviews
- Develop and monitor budgets related to the work of the Office and oversee financial reporting from the Office
- Regularly assess and monitor developments and results of RWI's work in the country/region preparing periodic reports on the same
- Assess new opportunities for RWI to pursue in the country/region for resource mobilisation purposes, and develop proposals for new initiatives
- Stay informed of relevant developments concerning the work of the Office
- Participate in meetings of relevance to the Office's work, including with relevant Swedish and foreign authorities and organisations, representing RWI in the country/region
- Initiate and maintain regular contact with relevant authorities, organisations, donors, etc.
- Contribute to relevant organisational development initiatives of the Institute
- Contribute to the development of RWI strategies and priorities for the country/region in which the Office is based
- Coordinate with other Directors of Office and Team Leaders, as well as other relevant staff, to pursue synergies, coordination and collaboration
- Develop work methodologies and tools for the improvement of programmes
- Conduct relevant research that informs and enhances the quality of programmes
Periodic travel to activity sites to successfully implement the duties above
Qualifications
- Solid management and leadership experience and skills, including in terms of office management as well as staff development and supervision
- Strong knowledge of international human rights theory and practice including a university degree with specialisation in international human rights law or related field
- Significant professional experience in the management of international development programmes, including in terms of budgets and financial control.
- Strong experience of planning, managing and monitoring for results, including knowledge of means and methods for the same;
- Significant knowledge of and experience from relevant work in the region or similar contexts
- Fluency in English with excellent English language writing skills.
