The Asian Development Bank Institute (ADBI) is looking for an
experienced (Senior) Communications Specialist. This Level C (Senior) or
Level D professional (international staff) position, depending on
experience of the successful applicant, is responsible for the main
aspects of managing ADBI’s communication and information activities,
including creating and implementing innovative programs, managing
knowledge products and platforms, and supervising service providers for
content, dissemination, and outreach.
Responsibilities
Manage ADBI's communications program and contribute to ADBI’s institutional coordination, with emphasis on the following:
Website
- Develop the ADBI website as a key tool in delivering timely information on ADBI activities, knowledge products, and capacity-building and training initiatives
- Prepare and upload content updates to the website, including new publications, information about research topics, programs, event announcements, and other key information
- Coordinate with ADB on matters of website maintenance and security
- Coordinate and develop the stand-alone Think-Asia.org site, a repository of knowledge products from ADBI’s sister think tanks
Publications
- Produce books, reports, working papers, and other knowledge products for dissemination through print and electronic means to key stakeholders and target audiences
- Work closely with the ADBI Publications Committee on the selection and approval of books and reports to publish
- Manage the production of books and reports published under ADBI Press or as co-publications with external publishers. Manage the production of working papers and ADBI corporate materials
- For co-publications, work with the Legal Adviser on selecting appropriate external publishers and/or translators and conduct negotiations with them through to the final contract stage
- Ensure that publications adhere to the ADB Handbook of Style and Usage, particularly the correct ADB member designations and detection of plagiarism
- Supervise the dissemination of books and reports through various channels, including commercial distributors, the ADBI website, the ADBI e-newsletter, digital repositories, leaflets, publication launches, and complimentary distribution
- Manage the production and dissemination of ADBI News, the fortnightly e-newsletter
Blog
- Solicit and commission articles for publication in ADBI’s Asia Pathways blog
- Edit articles for adherence to ADBI style guidelines and address any queries with authors
- Secure ADBI management approval prior to publishing articles
- Contact and encourage English-language newspapers to publish Asia Pathways posts as opinion pieces
Podcast
- Identify ADBI knowledge products and events that can be the basis of scripts
- Work with writers, editors, voice talents, and a studio engineer to produce episodes regularly, at least one a week
- Publicize the episodes
- Track the listens on podcast platforms
Media Relations
- Raise ADBI’s profile in top-tier and regional newspapers, magazines, and broadcast media to ensure ADBI’s key messages are communicated to target audiences, including policy makers, the private sector, civil society, and development partners
- Encourage media to publish opinion pieces by ADBI staff, speak with and quote staff for articles in their areas of expertise, and include them as guests on news shows
- Track the frequency of ADBI media mentions
Social Media
- Maintain ADBI’s YouTube, Flickr, Facebook, SoundCloud and other podcast platforms, and Twitter sites
- Oversee social media content and campaigns
- Organize the production of short video interviews on subjects of interest, for posting on YouTube and Vimeo
- Supervise recording of ADBI events, including the small seminars and distinguished speaker seminars, and staff speeches for events, for posting on YouTube and Vimeo
- Supervise the indexing of ADBI’s videos on YouTube and Vimeo
- Track likes, comments, re-tweets, re-posts, shares
Institutional Coordination and Other Duties
- Supervise the production of ADBI’s Three-Year Rolling Work Program and Budget, for submission annually to the ADB Board of Directors
- Serve as ADBI’s focal point with ADB departments, offices, and resident missions
- Prepare the Year in Review report for the record and webposting
- Coordinate verbatim transcriptions of select meetings when necessary
Selection Criteria
- Suitability to undertake the responsibilities mentioned above at the required level
- A university degree in information technology, communications, journalism or related fields, preferably at post-graduate level
- At least 5 years of experience in web content development and management or information management
- Knowledge of leading-edge web technologies, including web design, search engines, online discussion forums, web-authoring practices, e-newsletters, and web usability
- Good understanding of current international publishing and marketing practices
- Experience of managing technical consultants for web, publishing and multimedia projects
- Knowledge and understanding of the functions and operations of multilateral development and financing agencies and associated knowledge institutions
- Excellent command of written and spoken English, including editing and copywriting skills in both print and web
- Excellent interpersonal and organization skills
- Experience of coordinating media campaigns for major conferences or fora involving governments and international stakeholders would be an advantage

Immediate Reporting Relationships
- The position reports to: Director, Administration, Management, and Coordination.
Application Procedure
This will be a project-limited appointment based in Tokyo for a fixed
term of only 3 years with the possibility at ADBI's sole option of one
extension limited to no more than 2 years. A further extension of
appointment or conversion into a regular indefinite appointment is
precluded. At the end of the term, the appointee will not be eligible
for continuing appointment or for an immediate appointment to other
posts or consultancies at ADB or ADBI.
ADBI offers an internationally competitive compensation package paid
in U.S. dollars. Salaries and expatriate benefits are generally free of
tax except for citizens of some countries. Applicants must be nationals
of one of ADB's member countries. International and regional experience will be taken into consideration.
