Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Director of PSE Institute (This position is fixed-term contract, based in Phnom Penh)

This position is accountable for the overall management and strategy setting for the Institute of vocational training in PSE Cambodia. This is an essential part of PSE’s mission. “From Destitution to a Vocation”. This position will manage annual academic/strategic planning, budget planning (both HR costs and operation) and people management (150 employees and others). S/he will oversee 5 schools that provide bridging courses and vocational training skills to about 1500 students.

Main Responsibilities:
EDUCATION QUALITY
1. Ensure that the quality of education is at the center of the PSE-Institute strategy and actions.
  • Manage the team of school deans and team managers to guarantee the best possible education output from all employees of PSE-I, from all facilities and all operational sites
  • Continuously assess the quality of the training, by soliciting feedback from students, teachers, internship providers and PSE-I alumni.
  • Assess the quality of the teachers, and provide means and training for them to upgrade their knowledge and teaching skills.

2. Seek to continuously innovate and improve the quality of the vocational training
  • Analyse the labor market, anticipate market demands and adapt training skills and content appropriately
  • With Pedagogy specialist and the deans, maintain awareness, and promote the development, of pedagogy tools and materials to constantly have the best learning methodologies for the teachers and the students.

3. Ensure strong coordination between schools and between PSE-I and Social Team to understand student dropout or student difficulties. 
   
OPERATIONS and TEAM MANAGEMENT
1.    Oversee the operation of PSE-I institute to ensure efficiency and effectiveness
  • Oversee academic and student management, operations management, internships and external and corporate relations management, student discipline, administration.
  • Lead in preparing annual academic planning for PSE-I to ensure that proper and realistic objectives and indicators are set for each school and are translated it into an individual performance plan for each staff. 
  • Develop and/or revise policy and procedures for managing student discipline 
  • Develop tools and database to control student information and response mechanisms

2.    Manage both direct and in-direct reporting lines to ensure they are motivated and perform their roles at their highest level
Support PSE management in leading change to ensure that all change initiatives are relevant, and effectively implemented in PSE-I following the change plan
Build a high-performance team to ensure they are motivated, mentored, and trained based on their needs
Ensure that all staff of PSE-I understand the performance objectives, and evaluate their performance. Make sure that 100o% of objectives set at the beginning of the year, conduct mid-term evaluations and annual performance appraisals for all and submit to HR for review and documentation. 
Prepare and implement PSE-I workforce plan and budgeting at the beginning of the year and prepare annual training plan for PSE-I and submit to HR review and supports based on agreed timeframe
Promote and encourage PSE culture and values to ensure that day to day actions of staff demonstrate these values

3.    Manage PSE-I budget to ensure that the budget is spent wisely and follows PSE financial policies and procedures
  • Prepare and implement PSE-I annual budgets (HR costs and operation costs) to ensure efficiency and effectiveness and respect approved Budget

4.    Manage the schools’ environments and renovation projects in PSE-I to ensure a friendly and safe environment for students
  • Manage all school renovation projects to ensure that the projects are well implemented and follow agreed plan and standards of PSE
  • Ensure that each school’s environment is safe and student-friendly

5.    Ensure all required reports for PSE-I are prepared and submitted based on agreed timeframe  
  • Develop and/revise report templates and monitoring tools to ensure quality information in the reports
  • Make sure the information in PSE’s information systems is well managed and data are reliable, for example dashboard and the student tracking system 
  • Write and submit periodical reports to the PSE General Manager :  for example progress report, annual report and school semester reports …etc

PARTNERSHIPS and RELATIONSHIPS
6. Build and promote PSE’s profile on both national and international levels
  • Participate in national forums and networks to share good practices in PSE and learn from the others
  • Work with institutional, private and public organisations to promote TVET in Cambodia, and specifically, PSE-I as a national benchmark for vocational training education

7. Promote, create and develop a strong network of partners
  • Build good relationship with NGOs and companies in Cambodia to enable high quality students’ internship program, and to explore possibilities for partnering, such as participation by experts in PSE courses, financial and material support, sharing resources.
  • Ensure students’ internship activities are coordinated and students placed where they can exercise their knowledge and skills
  • Develop close relationships with companies who allow PSE’s students to intern in their companies and conduct regular customer satisfaction survey to get feedback from them

Problem Solving and Decision Making:
This position requires a high level of collaboration with other directors in PSE. Also, s/he shall have strong negotiation, influential and representative competencies. Thinking is concerned with interpretation and tactical application of PSE’S policies and procedures. Sometime s/he needs to find ways to solve problems which are not specifically addressed in policies and procedures.

Communications &  Relationship:
  • Internal Relationship: Social Department Deputy/Directors/Managers, GE Department Director, EE Manager, Finance Department Director, HR Department Director, Admin/Procurement Department Director/Officer, All Dean/Managers of Schools under PSE-I, Communication Department Director/Officers
  • External Relationship: Companies, NGOs,  MoLVT, MoT, major donors, and other institutes or universities, alumni

Knowledge, Skills and Attitudes:
  1. Minimum 10 years experience in leadership and people management, in a corporate or public organisation, or an NGO.  
  2. Masters Degree.
  3. A proven record of successful strategic planning, program management, team building, financial management
  4. Experience in managing education programs and schools is an advantage
  5. Proven high level of English. French is highly desirable, and Khmer would be a plus. Capacity to attend and present at international meetings.
  6. Excellent problem solving, analytical and managerial skills
  7. Strong interpersonal, communication and negotiating skills, leadership and authority
  8. Planning, organisation, time management and ability to handle a complex workload are critical
  9. Commitment to PSE’s vision and core values
  10. Strong ethics and human values
  11. Proven ability to work with people of different cultures
  12. Ability to use digital as a means of improving both management and learning effectiveness
