Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

Social Officer (This position is fixed-term contract, based in Phnom Penh)

S/he Conduct the recruitment assessment of children and families according to PSE criteria. Also, s/he will follow up absence and have a regular families visit as well as handle their requests and solve their problems. In addition, s/he record and manage student and family data.

DEPARTMENT & SECTION’S MISSIONS
Department’s missions:

• Ensure that the families with the highest social needs in our intervention zones benefit from the PSE program(s) they need, as well as a good support and follow-up provided by the social team....
• Help families adapt the best possible to their environment (social, working, schooling) by providing a welcoming space in the heart of the communities for direct service, education and counselling.
• Host our beneficiaries in a place where they can grow up and learn in a safe, caring and structured atmosphere
• Provide our beneficiaries with the opportunity to develop physical and life skills by offering, in a safe place, a diverse program through which their talents and interests can be nurtured.
• Safeguard the nutritional well-being of our beneficiaries through the management of food services consistent with their nutritional needs, ensuring that hunger is not a barrier to children learning.

Section’s missions:

DUTIES AND RESPONSIBILITIES
Purpose of the job:

• Identify families in need according to PSE criteria and allocate them in the right program. Follow-up PSE families situation and adjust PSE support to their evolution. Ensure PSE families receive the support they need regarding Social Action Programs.

Activities and responsibilities:
Main activities

• Conduct the recruitment assessment of children and families according to PSE criteria in their intervention zones.
• Conduct follow-up visits to families in time and properly register information in PSE systems. 
• Handle the families’ requests
• Follow-up absences cases in time.
• Communicate all needed information to Social Management for reporting needs.
• Actively participate to campaigns / events in the communities.
• Support rice distribution every week
• Actively participate to the yearly objectives and monitoring with the Social Manager, actively participate to trainings proposed for team or personal development
• Conduct him/her ethically and engage in ethical decision-making.
• Support the Social Manager for urgent actions when necessary
• Ability to work under pressure, ability to work at night sometimes

• Families’ requests management
• Absences follow-up and disciplinary process
• Rice distribution

QUALIFICATION AND COMPETENCIES
Educational Background:

• Undergraduate degrees are accepted but the completion of an associate or bachelor degree program in social work is highly valued

Working Experience:

• Beginner accepted
• Demonstrated interest for social working with poor population and difficult children

Language requirement:

• Khmer (fluent), English (fluent)

Know-How (Technical competencies):

• Social / poverty assessment methodologies and tools
• Writing skills (Khmer, English)
• Microsoft Office
