Pour un Sourire d’ Enfant (PSE) or For a Child’s Smile is a non-profit organization and founded by Christian and Marie-France des Pallières, was established since 1995 in Cambodia. PSE’s mission is to help the most marginalised and debrided children escape from destitution and lead them to decent, skilled and well remunerated jobs. PSE has six main programmes adapted to the needs of the children, those programmes include: food, health, protection, education and schooling, vocational training, and helping families. PSE employs more than 600 employees and provides help to more than 6,500 children and 3000 families. We are operating in Phnom Penh, Sihanouk Ville and Siem Reap.  We are looking for qualified candidates for the positions below.

External School Counselor (This position is fixed-term contract, based in Siem Reap)

S/he will manage all the students in assigned communities to ensure they are resigned and learning well. Also, s/he will work closely with students and support them in dealing with difficulty and take disciplinary action if needed. In addition, s/he record and manage student data.

Department’s missions:
  • Responding on time students enrolment at public school and communication with education institutes (Education Department, School Director and Teachers)
  • Take control on students’ day to day education quality and assure enough support to students on the respected project.
  • Organizing and conducting students Class Council
  • Take Charge on students figure and list management and ensure the accurateness
  • Organize the Orientation on VTC to target students
Activities and responsibilities:
1: School Registration
A. Students meeting and counseling
  • Meet and counsel each students proposed by social team about EE program in detail mood before sending them in
  • Facilitate to enroll those students in public schools and help to find the official documents for them all
  • Daily follow up student absent and define the cause of absent and report or suggest
B.Students Support
  • Give support to the students on school tool kids, uniform as well as transportation
  • Work with students to understand their need in both learning sector and family sector
  • Help create supplementary courses or extra  courses for poor students and slow learners
  • Coordinate daily meal for students and take tighten control on the food spending and attendance
  • Regular visit students living places in order to understand their living situation
2: Operation Tasks
Operate the study of the students in the public schools:
A. Study enrollment 
  • Prepare all the administrative documents for the students for the enrollment.
  • Make a good cooperation with the school directors to facilitate all the administrative issues
B. Give the study supports to students 
  • Make sure that all the students helped by PSE have enough uniforms, books, pens ...etc and understand always the needs of the students in the whole year 
  • Discuss and council with the students who want to change the school because of their difficulties. And, he/she have to facilitate in changing the school for those students. 
  • Organize the schedule to receive the problems of the students at public schools and office as well.
  • Understand the difficulties of the students’ study
C. Follow up Study quality
  • Propose to create private course for the students (secondary school- high school)
  • Organize the supplementary course for the weak students by creating an active program with a good monitoring and evaluation for the capacity of the students.
  • Control the absence management in data base
D. Disciplinary committee
  • Participate in conducting
  • Follow the decisions approved by committee
E.Students Orientation
  • Introduce the students to understand about the importance of the VTC by organizing the visit in PSE for the students.
  • Create the other activities  such as sport, audiovisual, class visits
F. Students study progress
  • Conduct First class council with students and their parents
  • Manage the information file receiving from the First class council and proper keeping
  • Appoint the second and their class council base on the time bound
  • Coordinate students absent and action taking on their manner of absenteeism
  • Data entry on their absent on database and other related documents
  • Scoring in each students progress to the related file and database for yearlong used.
  • Workout with immediate supervisor on the receiving data in order to clearing out and smooth up any mess

3: Administrative Tasks
  • Be responsible for developing weekly plan of action, monthly report, semester report as well
  • as yearly reports on time
  • Keep relevant files in proper place and be sure they are easy finding for next time searching and using
  • Keep confidential information of students in a high secret and reliable

4: Communication Tasks
  • Keep good relation with school directors and teachers at public school
  • Improve the good communication with all stakeholders in and outside PSE
  • Provide effective communication with students as long as their problems have been raised
  • Communicate with relevant offices for the sake of program improvement and PSE spirit

5: Program Improvement Tasks
  • Introduce the new procedures in order to develop the program
  • Encourage team mates to produce more improvement tasks for the program
  • Be the creative persons in order to provide accessible solution to the team

6: Team and Personal Development Tasks
  • Search for improvement training for the team
  • Propose the inquired training as need by the team
  • Develop training for the team base on the actual situation

Educational Background:
  • Bachelor Degree in Management, Social Science, Education Management or Studies Development or other related field
  • Pedagogy certificate is a plus

Working Experience:
  • At least 2 years working experience in the field of public education
  • At least 2 years experiences in working with vulnerable children or lower education people

Language requirement:
  • Can be Both Reading and writing in English.

Know-How (Technical competencies):
  • Good interpersonal skill
  • Communication Skill
  • Good command of English (French is a plus)
  • Computer skill in Ms-Word, Ms-Excel, Ms-Power Point and Ms-Access is needed
  • Leadership Skills
  • Reliable & Confident
  • Be able to work with across functional departments
  • Be able to manage and handle any problem raised by students
  • Be able to use facsimile material as Fax, E-mail, Photocopy, Print and Internet
  • Hold a valid driving license and be able to drive and to travel to some provinces in
  • Cambodia and be able to stay on the working field for a specific period of time assigned by
  • responsible manager.
