Provincial Coordinator based in Kampong Chhnang province with regular travel to field (1 position)

The Purpose of the Role
The Provincial Coordinator is responsible for leadership, management, coordination and integration of the multi-sectoral program implementation in the province, and primary accountable for effective and efficient operations in Kampong Chhnang (covering program implementation and support services functions). The post holder will promote integration, harmonization and alignment of program delivery across all projects, guided by the Area Manager and in close collaboration with thematic managers/coordinators, advisors and support services departments and all NGO and Government partners. The Provincial Coordinator is responsible for capacity building and evaluation of staff in order to deliver high quality program outcomes in both development and emergency preparedness/response settings with compliance to donors and Save the Children policies.

Qualifications and Experience
Essential
  • University degree in general management or relevant field experience;
  • Minimum of 5 year experiences in multiple development programmes, child right-based programming and/or emergency preparedness and response;
  • Experience in project management preferably in the field of Education, Child Rights Governance, Child Protection and DRR/CCA;
  • Understanding of government D&D processes and building relationships with local government departments;
  • Experience in managing multiple grants and support functions including finance and administration;
  • Strong commitment to Save the Children’s Mission, Vision and Values and full adherence to Child Safe Guarding policy.
Desirable
  • Ability to think critically and work independently with minimum supervision, and solve problems effectively;
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies;
  • Sensitivity and adaptability towards working with people of different cultures, gender, religion, race, nationality, and age;
  • Excellent interpersonal, communication, management and leadership skills.

TITLE: Provincial Coordinator based in Kampong Chhnang Office

TEAM/PROGRAMME: Program Implementation, Cambodia Country Office
LOCATION: Kampong Chhnang Province with at least 60% of time travel to field visits
GRADE: 3 (Competitive Package)
CONTRACT LENGTH: Open (subject to fund availability)
CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Provincial Coordinator is to share leadership, management, coordination and integration of the multi-sectoral program implementation in the province and primary accountable for effective and efficient operation in Kampong Chhnang (covering program Implementation and support services functions) and promote integration, harmonization and alignment of program delivery across all projects guided by Area Manager and in close collaboration with thematic managers/coordinators, advisors and support services departments and all NGO and Government partners.

SCOPE OF ROLE: This role includes planning, organizing, staffing, leading, managing programs activities at Kampong Chhnang provincial office. The Provincial Coordinator will manage mainly Education Program Officers, DRR/CCA officer and other staff (will be increased in the future) to deliver excellent multiple program outcomes for children. Provincial Coordinator work with Area Finance/admin Officer and Education Program Coordinator to provide technical support to the field team. In addition, he/she will support each other with ECCD project Senior Advisor to deliver the outcome of ECCD floating village project. 

Reports to: Area Manager West, at Kampong Chhnang Area Office

Dimensions: Staff directly reporting to this post: Education Program officers, DRR/CCA project officer, ECCD admin/finance Officer (will be increased staff according to fund available in the future). The provincial Coordinator is responsible for building a strong teamwork, collaboration, coordination, and holding high accountability to deliver effective and efficient operation in compliance with SCI policies and donor requirements.

Number of direct reports: 2 Education Program Officers, DRR/CCA Program Officer, and ECCD admin/finance Officer (will be increased staff according to fund available in the future)

KEY AREAS OF ACCOUNTABILITY:
As a member of the Area Management Team, contribute to:
  • Take part in leadership and management of the Area Programming
  • Manage the provincial office team to develop and improve the system, processes, and mechanism to support quality program delivery with a guidance of the area manager.
  • Lead the provincial office team to develop an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and deliver outstanding results for children.
  • Lead the provincial office team to develop provincial integration plan and implement with effective resource use which impact for children.
  • Coordinate for on going monitoring and analysis of the program operation at the field to reflect the good practices and lesson learned that would improve the provincial operation.
  • Accountable for area manager and main budget holders (program/project manager) for quality results and KPI in Kampong Chhnang
Program Operation-Kampong Chhnang Office
Oversight and Management of Program Implementation
  • Work with the area manager and relevant thematic managers to develop and improve the cohesive structure to deliver an ongoing growth of the provincial operation for effective delivery of the provincial operation.
  • Work with the Area Manager to ensure the provincial office is having an appropriate management system and mechanism in places to effectively manage the provincial program operation in compliance with SCI requirements.
  • Lead the provincial office team in developing, initiating, refining, supporting and monitoring the overall program implementation and strategy, in order to deliver the program objectives.
  • Coordinate closely with the Area manager, thematic managers/coordinators and PDQ team to reinforce the commitment toward integration, harmonization and alignment of the provincial programme operation with the government plan.
  • Coordinate for on-going dialogue to ensure all thematic program staff in the province has regular meeting for planning, sharing information and learning for better cost-effective implementation and avoid duplication.
  • Participate in the program design and proposal development and support all project team and partners to start-up new projects in the province.
Planning and Reporting:
  • Coordinate with thematic managers, coordinators, advisors and specialist to support for proper kick off meeting; prepare detailed implementation mechanism and plan with the program staff, partners and stakeholders in the province and start up all new projects.
  • Consolidate and integrate planning aligned with the government policies and structure toward systems strengthening through the decentralisation and de-concentration process.
  • Monitor all area project deliverables in the province to ensure reports are submitted on time to all relevant stakeholders.
Budgeting and Financial Management:
  • Work with program manager and main budget holders to develop detail budget following the workplan and strictly lead program officers to implement the activities
  • Work with the area manager to ensure the provincial budgeting process with cost-effective principle and maximize use of local resources.
  • Manage the budget of all projects in the province effectively as the plan and donor’s requirements.
  • Coordinate for the provincial monthly budget variance meeting to monitor monthly financial balance for each project, to support provincial staff to comprehensively review and analyse monthly financial variance and take action for under/over spent.
Program Monitoring, Reflection and Quality Management:
  • Coordinate with Area manager, M&E specialist, Programs Manager, Coordinators, advisors and the provincial team to develop and implement proper M&E plan.
  • Lead the provincial team to ensure effective field management with high field oriented/spirit to be able to deliver the program effective with high quality. 
  • Conduct regular joint with area/program/thematic coordinator to the project sites and provide coaching and feedback for program quality improvement and document field visit reports
  • Lead the provincial team to document and reflect the lesson learned and experiences to improve delivery of the quality programs outcomes, evident base for advocacy for children.
  • Participate all technical thematic meetings and workshop to ensure good understanding of project concept, result framework, implementation guidance, MEAL…etc and take action accordingly
Partnership Management:
  • Develop and maintain professional relationship with all government and civil society partners including communities and children
  • Support the program team to develop and implement monitoring plan with the partners on program implementation and budget variance analysis to justify the queries.
  • Coordinate provincial team to ensure effective partnership with the government and civil society partners to promote a longer term relationship, working jointly to realise changes for children.
  • Work with the area manager, PDQ and thematic team for on-going capacity building partnerships for scale up, innovative solutions for children.
Networking, relationship and external communication
  • Build and maintain professional relationship with relevant government provincial departments, technical working groups, networks and civil society partners at provincial level.
  • Support staff and all partners to arrange donor coordination meetings and visits.

Compliance and standards
  • Build capacity of all provincial program staff to comply with SCI SOP, MOS, Child Safe Guarding/Child protection and other donor’s requirements.
  • Coordinate for sound financial and administration management including procurement to meet program requirements  
  •  Ensure effective implementation of policy and procedure on safety and security to secure provincial office operation, resources, staff, partners and beneficiaries.
Operational Support Management
Human Resources Management, Mentoring and Development- Kampong Chhnang Office
  • Build capacity of the provincial staff and teams moral who aspire to become good role model, well field oriented for both development and humanitarian.
  • Coordinate with HR for the recruitment, training, and find appropriate professional development opportunities for staff.
  • Ensure effective Performance Management at the provincial office level

Administration, Procurement and Facilities Management Kampong Chhnang  Office
  • Ensure effective use (stewardship) of office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized.

Financial and Risk Management- Kampong Chhnang Office
  • Coordinate with the finance team to support the provincial office to receive adequate fund to deliver the program implementation
  • Work with area manager and support services team to develop and improve effective financial management systems the provincial office, to regularly review for effective internal control to develop proper risk mitigation.
DRR and Emergency Preparedness and Response
  • Be a focal person for managing all DRR/CCA and emergency preparedness and response operations in the province
  • Step up to coordinate rapid assessment, propose responses and coordinate the responses in close collaboration with the local government and NGO's in the province
  • Build strong connections with relevant partners and key stakeholders to develop the provincial contingency plans to ensure children affected by disaster receive on time assistance.
  • Involve in the development of Emergency Preparedness Plan and Response including building capacity of program staff and partners deploy on time within (48-72 hours).
Occasional duty:
  • Willing to undertake any other relevant responsibilities entrusted by the Line Manager as required.
